Title of Position: Local Consultant, Pediatrics Curriculum including evaluation tools, and Palestinian board exam
Duration of Assignment: February 1st - September 30th, 2016, not exceeding 7 working days
Location of Assignment: West Bank
Reporting to: Juzoor for Health & Social Development
Background
The Palestinian Health Capacity Project (PHCP) is a 5-year, USAID funded project implemented by IntraHealth International
in partnership with Juzoor for Health and Social Development. The focus of the project is to (1) strengthen human
resources for health (HRH) systems to improve the quality of health care in West Bank and (2) reduce the cost of tertiary
medical referrals to facilities outside the Palestinian MOH without compromising quality of care for patients. The PHCP will
make significant contributions to building national capacity in HRH planning and management and working to align the
training, deployment, and utilization of health workers with national health priorities
PCHP’s five objectives include
1. Strengthen MOH governance capacity to refine and manage effective systems to control referrals from secondary to
tertiary care
2. Strengthen the capacity of the MOH to use data for improving health workforce planning and management and other
health systems functions, including patient referrals within and outside the country
3. Improve the governance structures throughout the MOH to ensure improved deployment, utilization, management and
retention of the health workforce
4. Improve pre-service (PSE) and in-service education (ISE)
5. Develop and implement a mechanism for licensing and certification of health workers
Juzoor is providing technical support primarily in Objectives 4 and 5 as IntraHealth local partner

Objective 5 “Develop and implement a mechanism for licensing and certification of health workers” recognizes the
importance of licensing and certification as vital mechanisms that can contribute to safety and quality in health care
systems. Taking an inclusive and participatory approach, PHCP has begun work on this IR by engaging stakeholders in the
medical community in a series of discussions and workshops to discuss licensing, certification and accreditation of
specialty medical training programs. From these discussions stakeholders reached consensus on several priorities areas,
among them the need to look closer at the national post-graduate medical education (residency) programs. There is
recognition that building on strengths and addressing gaps to improve physician training will improve quality of
healthcare provided both now and in the future. Well-trained specialists equipped with the knowledge, skills and
attributes to provide evidence-based, safe, appropriate, patient-centered care are key human resources in the Palestinian
health system.
Building on recommendations from stakeholder consultations, and following endorsement of this activity by the Palestine
Medical Council, we seek to review the Pediatrics residency program curriculum including evaluation tools, and Palestinian board exam and propose changes that reflect core competency domains and integrate evidence-based practice. For this activity we seek international and local consultants.

Scope of Work:

(1) Facilitate 1 discussion session with the Pediatrics Scientific Committee of the Palestine Medical Council and other
key stakeholders in Pediatrics residency training programs (from MoH and non-MoH hospitals) to: Summarize the
strengths, weaknesses, opportunities and threats in the Pediatrics residency training programs, and develop
(through consensus) priority recommendations for reform
(2) Liaise with the International Consultant and provide information on the local Pediatrics residency programs
(background material & information, hold phone/Skype discussions for coordination). Contribute to the
development of a revised curriculum, evaluation tools through reviewing drafts provided by the International
Consultant and providing feedback, helping to elucidate required skills, evaluation methods, etc.
(3) Attend meetings and discussions with stakeholders for feedback on the revised curriculum, evaluation tools and
identifying resources and actions needed to fully implement the curriculum

Deliverables:

• Report on the outcome of discussion with stakeholders on strengths, weaknesses, opportunities & threats and
priority recommendations for reform of the Pediatrics residency programs
• Communication and coordination with Juzoor and the International Consultant (attending meetings and
workshops, providing background materials, etc.)
• Technical input on the curriculum revision , evaluation tools and Board exam
• Consultancy report.

Qualification and Experience Requirements:

1- Board certified Pediatrician in West Bank
2- Significant knowledge of the Pediatrics residency programs in West Bank (MoH and non-MoH), which includes the
accreditation standards for hospitals, curriculum structure, evaluation methods, etc.
3- Experience as an educator in the residency program required
4- Significant knowledge of the regulations of Palestine Medical Council and in particular the role and responsibilities
of the Scientific Committee in Pediatrics
5- Very good communicator (verbal and written communication skills in Arabic and English)
6- Have time and the availability to achieve the required deliverables.
