Country : Palestine Assignment Title : Preparing an Outline Plan & Strategic Development and Investment Plan The First council for common service ( Jourt Amra cluster ) Qalqilia Govemorate Project Number : FCFCS / 7 / 2019 Reference Number : PZA 485 Introduction : The First Council for Common Service have received a grant as part of Area Resilience Development Initiative supported by Local Govemment Reform Development Program II ( LGRDP II ) funded by Belgium govemment , and implemented through Belgian Development Agency - Enabel in Partnership with Ministry of Local Goverment and Municipal Development & Lending Fund . This project aims to support the contributions of civil society organizations and local authorities in strengthening govemance , accountability and comprehensive policy development . Among themselves to provide services , develop local development and contribute to regional integration . Preparing an outline Plan & Strategic development and Investment Plan on a cluster Level is consider one of its components . The First Council for Common Service intends to use part of the grant for consulting services to hire a Consultancy Fim to conduct " Preparing the strategic development plan and the guiding framework outline for the First Council for Common Service " assignment which will be conducted in the ( Jourt Amra area which comprises of 9 villages : ( Haja , Kufr Lagef , Jensafout , Al - Funduq , Baqet Al - Hatab , Amateen , Faraata , Kufr Kadoum and Jet ( Qalqilya Govemorate ) Objective of the Assignments * Provide technical support for the preparation of the studies required for the preparation of the strategic development plan and the framework of the framework of the first council for common services / Qalqilya , these plans are based on the laws and regulations in the West Bank and Gaza Strip , Urban Planning Manual and Development Planning Guide . * Organize the future development and expansion of these communities and to develop a vision and objectives within a 16 - year time frame , taking into consideration the provision of community facilities and services , infrastructure and the preservation of cultural and natural heritage in the region and fertile agricultural area , and mainly to ;

The First Council for Common Service now invites eligible consulting fims to indicate their interest in providing the Services . Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are : General firm ' s profile ( Core business and years in business , qualifications in the field of the assignment , technical and managerial organization of the fim , general qualifications and number of key staff ) . The attention of interested Consultants is drawn to Section III , paragraphs , 3 . 14 , 3 . 16 , and 3 . 17 of the World Bank ' s " Procurement Regulations for IPF Borrowers " July 2016 , setting forth the World Bank ' s policy on conflict of interest . A Consultant will be selected in accordance with the Selection Based on the Consultants ' Qualifications ( CAS ) method set out in the Procurement Regulations .
