The Gesellschaft für Internationale Zusammenarbeit ( GIZ ) is executing the second phase of a Local Governance Reform Programme funded by the German Federal Ministry for Economic Cooperation and Develop ment ( BMZ ) to support the improvement of governmental service accord ing to the citizen ' s needs . In line with the partner ' s development priorities , policies and strategies , the GIZ Local Governance Reform Programme ( LGRP ) aims to improve the institutional , technical and operational ca pacities of several governmental partner organizations .
