The LGSIP focuses attention on VCs ' service delivery responsibilities and provides technical , institutional and financial support to VCs through a combination of PA budgetary support as well as specific Technical Assistance ( TA ) and investment support by Development Partners " DPs " . The Municipal Development and Lending Fund ( MDLF ) is entrusted in the execution and supervision of the implementation of the Project and intends to apply part of the received financing of the ( LGSIP ) Program to eligible payments under the contract for : Supply & delivery of Heavy Equipment . Contract No . LGSIP - TUL JSC / - 052 1036 - 01 for the benefit of Joint Services Council for Solid Waste Management - Tulkarem 1 . " The Joint Services Council for Solid Waste Management - Tulkarem » has received financing from the LGSIP Program , and intends to apply part
of the proceeds toward payments under the contract for " Supply & delivery of Heavy Equipment " . 2 . The JSC now invites sealed Bids from eligible Bidders for the " Supply & delivery of Heavy Equipment . The bid is comprised of the following
