The prequalification of experienced Consultants is subject to the regulations contained in the , Guidelines for Assignment of Consultants in Financial Co - operation Projects " ( see www . kfw - entwicklungsbank . de ) . The contract will be awarded to an independent Consultant firm with proven experience .
