REQUEST FOR EXPRESSION OF INTEREST
For Individual Consultant on
Audit Quality Assurance Consultancy Palestinian Association of Certified Public Accountants ( PACPA ) is a non - for profit organization working in Palestine since 1995 in accordance with charities Act and civil bodies no . ( 1 ) of the year 2000 and in accordance with Auditing Practice law no . ( 9 ) Of the year 2004 . PACPA has developed an audit guidelines manual for its members to comply with professional standard . PACPA is now requesting consultant / reviewers to submit their CVs explaining their capacity and relevant experience . PACPA will maintain a short list of reviewers to be contracted when required . The reviewers are expected to perform field visits to PACPA members to ensure compliance with International Standards on Auditing , International Standards on Quality Control ( ISQ - 1 ) issued by the International Federation of Accountants ( IFAC ) , Audit Practice Law and code of professional ethics for professional Accountants in accordance with the below conditions . PACPA will upon request engage experts under individual contracts to work on short - term tasks either as a consultant or an individual contractor . Assignment objectives
• Participate in a QA workshops and training sessions that will be conducted . • Perform the field visit to PACPA practitioner - members office to ensure compliance with ( ISQC - 1 ) issued by IFAC through developing
and implementing quality assurance guidelines manual , ( This manual can be obtained from PACPA office ) . Report on the findings to quality assurance committee and to the PACPA board .
Provide recommendations for actions and guidance to be implemented by members . • Provide recommendations for actions to be implemented by PACPA . Reviewers / Consultant Qualifications and skills
• Minimum education of BA degree in Accounting . • Proven Comprehensive audit experience in all areas not less than 8 to 10 years , in which at least 4 years as a senior leading level
( Audit manager or higher position ) .
Having professional certificates such CPA , ACCA , PCPA , ACPA and any other related certificates is preferable . • Reporting skills . • Deep knowledge and understanding of ISQC . • Deep knowledge and understanding of ISAs .
Deep knowledge and understanding of IFRS . Good knowledge the legal environment in Palestine . Experience in governmental sector audit and IPSAS is a plus . Experience of providing trainings to local counterparts .
Computer competence . • Fluency in English and in Arabic . • Applicants are preferred to be currently non - practicing auditor in Palestine .
