1 . The Palestine Liberation Organization , for the benefit of the Palestinian National Authority ( PNA ) , has received an initial financing of 130 Million Euros from the World Bank - International Development Association ( IDA ) , Central Government , KFW , Denmark , SDC , VNG , GIZ and AFD towards the cost of the 3rd phase of the Municipal Development Program ( MDP3 ) . The Municipal Development and Lending Fund ( MDLF ) is entrusted in the execution and supervision of the implementation of the Project and intends to apply part of the proceedings of ( MDLF ) grant to eligible payments under the contract for : Rehabilitation of Internal Roads in As Samou ' Contract No MDPIII - CI - 1123097 - 02 for the benefit of As Samoul Municipality .
2 . As Samou ' Municipality now invites sealed Bids from eligible Bidders for Rehabilitation of Internal Roads in
As Samou ' . Construction period 120 days . 3 . Bidding will be conducted through national competitive procurement ( NCB ) using a Request for Bids ( RFB ) as
specified in the World Bank ' s Procurement _ Regulations for IPF Borrowers " July 2016 ( " Procurement
Regulations " ) , and is open to all Bidders as defined in the Procurement Regulations . 4 . Qualifications requirements are presented in the Biding Documents . 5 . Interested eligible bidders may obtain further information from As Samou Municipality , and inspect the Bidding
Documents at the address given below at 8 : 00 AM to 2 : 00 PM from 12 / 10 / 2019 to 11 / 11 / 2019 . 6 . A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a
written Application to the address below and upon payment of a nonrefundable fee 150 Euro . The method of payment will be in a Cashier ' s Check or Direct deposit to Municipality account number ( 1156666 ) in Palestine Islamic Bank The Bidding Documents will be available at As Samoul Municipality
Grant is VAT included bidders to price with VAT . 8 . A site Visit and Pre - Bid Meeting : Contractors are invited to attend the site visit which will be held on Tuesday ,
22 / 10 / 2019 at 10 : 00 AM , the pre - bid meeting shall be held at As Samoul Municipality , Head of Planning and
Projects Department after finishing site visit . 9 . Bids shall be valid for a period of 90 days after Bid closing and must be accompanied by a bid security of 5 , 000 Euro
and shall be valid for 118 days after bid closing date . 10 . Bids must be delivered to the address below at or before 12 : 00 noon on 12 / 11 / 2019 . Electronic bidding shall not be
permitted . Late bids will be rejected . Bids will be opened physically in the presence of the bidders ' representatives
