Consulting Services - FIRMS SELECTION Country : Palestine Assignment Title : Providing consultancy and Engineering services in Urban planning ( Master Plan ) for the Joint Services Council for Planning and Development ( Beit Liqia , Kharbatha Al Misbah ) Ramallah Governorate
Project Number : 05 / 2019 Introduction : The Joint Service Council have received a grant as part of Area Resilience Development Initiative supported by Local Government Reform Development Program II ( LGRDP II ) funded by Belgium government , and implemented through Belgian Development Agency - Enabel in Partnership with Ministry of Local Government and Municipal Development & Lending Fund . This project aims to support the contributions of civil society organizations and local authorities in strengthening governance , accountability and comprehensive policy development . Also , to provide consulting services , contribute to regional integration . Preparing an urban master plan with an updated aerial photo for the area targeted on a cluster Level is consider one of its components . The Joint Service Council intends to use part of the grant for consulting services to hire a Consultancy Firm to conduct " : Providing consultancy and Engineering services in Urban planning ( Master Plan ) for the Joint Services Council for Planning and Development ( Beit Liqia , Kharbatha Al Misbah ) Ramallah Governorate " Objective of the Services :

Provide technical support for the preparation of the studies required for the preparation of Master Plan , these plans are based on the laws and regulations in the West Bank and Gaza Strip , Urban Planning Manual and Development Planning Guide . Organize the future development and expansion of these communities and to develop a vision and objectives within a 16 - year time frame , taking into consideration the provision of community facilities and services , infrastructure and the preservation of cultural and natural heritage in the region and fertile agricultural area , and mainly to ; 1 . Review and update the Master plan approved in 2014 for the cluster 2 . Expanding the area of the master plan for the cluster of the framework for spatial
development , showing the limits of urban expansion . The Joint Service Council now invites eligible consulting firms to indicate their interest in providing the Services . Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are : General firm ' s profile ( Core business and years in business , qualifications in the field of the assignment , technical and managerial organization of the firm , general qualifications and number of key staff ) .
The attention of interested Consultants is drawn to Section III , paragraphs , 3 . 14 , 3 . 16 , and 3 . 17 of the World Bank ' s " Procurement Regulations for IPF Borrowers " July 2016 , setting forth the World Bank ' s policy on conflict of interest . A Consultant will be selected in accordance with the Selection Based on the Consultants ' Qualifications ( COS ) method set out in the Procurement Regulations .
