REQUEST FOR EXPRESSIONS OF INTEREST
( CONSULTING SERVICES - Individual Consultant ) Country : Palestine
Name of the project : Strengthening the resilience of Gaza Vulnerable communities " SRGVC Assignment Title : Individual consultant ( Solar Energy Expert ) Reference No . : SRGVC 2 . 2 The MDLF has received financing in the amount of 1 , 300 , 000 EUR from GIZ towards the cost of the project entitled " Strengthening the Resilience of Gaza Vulnerable Communities - SRGVC "
Strengthening the resilience of Gaza Vulnerable communities " SRGVC " funded by the GIZ and imple mented by MDLF will respond to the ever - increasing high demand for essential services among vulner able communities . However , the use of renewable energy was considered as a priority intervention area , as much as possible in the pre - identified sub - projects ; which had been prioritized in a participatory manner among the vulnerable groups through the 2nd component of the overall program " Gaza Vulnearable Com munities Development " . The Municipal Development and Lending Fund ( MDLF ) as an implementation agency for the project intends to use part of the grant for consulting services to hire an individual Consultant to support MDLF in the management and the supervision of the implementation of SRGVC sub - projects , the individual con sultant is expected to conduct all the activities related to the assignment scope as indicated in the TOR , over a period of 8 months and it is expected to start in December 2019 . The detailed Terms of Reference ( TOR ) for the assignment can be viewed at the website : www . MDLE . org . ps / TOR The Municipal Development and Lending Fund now invite eligible qualified individuals to indicate their interest in providing the Services . Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The main qualifications of the consultant are as follows :
Advanced academic engineering background in related engineering fields ( energy / electricity / environment ) Minimum ( 7 ) years of working experience in the field of energy , renewable energy / environment Minimum ( 7 ) years of experience in design and installation for energy and renew able energy field . Minimum ( 5 ) years of capacity building a training experience in energy / environ ment and renewable energy Previous experience of working with the Local Governorate sector , preferably in
Gaza Strip Other qualifications will be found in the attached TOR . The attention of interested Consultants is drawn to Section III , paragraphs , 3 . 14 , 3 . 16 , and 3 . 17 of the World Bank ' s “ Procurement Regulations for IPF Borrowers " July 2016 , setting forth the World Bank ' s policy on conflict of interest . Individual Consultants will be selected through a comparison of the qualifications of those who expressed interest in this position .
