( One - Envelope Bidding Process ) 1 . Introduction : The Palestinian government has received funding from the Chinese Government to support building development projects in Palestine . This fund is to be used for the Implementation of the China - aided Secondary School Project in Ramallah - Palestine under the Contract No . ( RamMun / RM / 201940 / ) . You are hereby invited to submit your offer for the above mentioned Bid . 2 . Subject of Bid : The Bid consists of all necessary works to construct a secondary school for boys with all its facilities in Block 14 Ein Al Kurzom zone . Further details concerning the subject of the bid are provided in the Bid documents . 3 . Eligible Bidders : The Bid is open for Palestinian Contractors who are qualified and classified as Building sector - class 1 by the National Committee for Contractors ' Classification . ( Certificate of Classification to be presented upon the purchase of the Bid documents ) . The Bid is also open for Chinese companies registered in Palestine or Chinese contractor enter into a consortium , Joint Venture or other form of legally binding association with a Palestinian contractor . Bidders must meet the post qualifications requirements ( criteria ) stipulated section II : ITB - Eligible bidders , in order to ensure his financial and technical capability to execute project works . 4 . Bid Document : A complete set of Bidding Documents in English may be purchased by interested bidders upon payment of a nonrefundable fee 100USS . The prices quoted will be exclusive of VAT 6 . Site Visit and Pre - Bid Meeting : Contractors are invited to attend the site visit , which will be held on Saturday , 142019 / 12 / at 10 : 00 AM , the pre - bid meeting shall be held at Ramallah Municipality , meeting Hall . 7 . Place and Date of Bid Submission : Bids must be delivered to the address shown below on or before Monday , 302019 / 12 / at 12 : 00 noon . Electronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at this address : Ramallah Municipality , Municipality hall . 8 . Validity of Bids : The quoted prices will be in US $ and exclusive of VAT .
