Country : Palestine Name of Project : Local Government and Services Improvement Program ( LGSIP ) Contract Title : Supply and Delivery of vehicles & compactors for solid waste management service RFB Reference No . : LGSIP - BJSC / - 1021082 - 01 The Palestine Liberation Organization , for the benefit of the Palestinian National Authority ( PNA ) , has received financing through the Local Government and Services Improvement Program ( LGSIP ) which is formulated by the PA in order to respond to the insti tutional and financial challenges which face the Village Councils ( VCs ) . The LGSIP focuses attention on VCs ' service delivery responsibilities and provides technical , institutional and financial support to VCs through a combination of PA budgetary support as well as specific Technical Assistance ( TA ) and investment support by Development Partners " DPs " . The Municipal Development and Lending Fund ( MDLF ) is entrusted in the execution and supervision of the implementation of the Project and intends to apply part of the received financing of the ( LGSIP ) Program to eligible payments under the contract for : Supply and Delivery of vehicles & compactors for solid waste management service Contract No . LGSIP BJSC / - 1021082 - 01 the benefit of Joint Services Councils in Bethlehem Governorate . 1 . The Joint Service Council for Solid Waste Management - Bethlehem Governorate ( JSC - B ( has received financing from the Federal
Republic of Germany through KfW toward the cost of the Local Governance and Services Improvement Program , and intends to apply part of the proceeds toward payments under the contract for " Supply and Delivery of vehicles & compactors for solid
waste management service . 2 . The JSC now invites sealed Bids from eligible Bidders for the " Supply and Delivery of vehicles & compactors for Solid Waste management . The bid is comprised of the following three lots :
Lot No . 1 : Supply of Solid Waste Truck Compactors & Hook Lift - Grapple Truck . Ref No . LGSIP - BJSC / - 102 1082 - 01 - A Lot No . 2 : Supply of Mini Tipper and 3 m3 compactor Ref No . LGSIP - BJSC / - 1021082 - 01 - B Lot No . 3 : Supply of Pick up 4 * 4
Ref No . LGSIP - BJSC / - 1021082 - 01 - C 3 . Bidding will be conducted through international competitive procurement using a Request for Bids ( RFB ) as specified in the
World Bank ' s " Procurement Regulations for IPF Borrowers " , January 2017 ( " Procurement Regulations " ) , and is open to all
eligible Bidders as defined in the Procurement Regulations . 4 . Interested eligible Bidders may obtain further information from JSC , Eng . Iyad Aburdeineh , iyada87 @ gmail . com , and inspect
the bidding document during office hours ( 08 : 00 am to 02 : 00 pm ) at the address given below from 28 / 11 / 2019 to 09 / 01 / 2020 . 5 . A complete set of bidding documents in English may be purchased directly from JSC office accountant as per the address below
and upon payment of a nonrefundable fee of 300 Euro . The method of payment will be in a Cashier ' s Check or Direct deposit to joint service council account number ( 384755 ) in Palestine bank - Bethlehem . The Bidding Documents will be available at joint
services council for solid waste management - Bethlehem . 6 . Bids must be delivered to the address below on or before 12 : 00 noon of 13 / 01 / 2020 ( local time ) . Electronic Bidding will not be
permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and
anyone who chooses to attend at the address below on 12 : 00 noon of 13 / 01 / 2020 ( local time ) . 7 . Pre - Bid Meeting : suppliers are invited to attend the pre - bid meeting which will
be held on Monday 23 - 12 - 2019 at 11 : 00 AM , the pre - bid meeting shall be held at the Joint Service Council for Solid Waste Management - Bethlehem Govermorate ( JSC - B ) in Bethlehem Industrial Estate , Hindaza , Bethlehem ,
Palestine . 8 . Bids shall be valid for a period of 120 days after bid closing . All bids must be
accompanied by a bid security of : 13 , 000 Euro for Lot No . 1 3 , 000 Euro for Lot No . 2
1 , 500 Euro for Lot No . 3 or an equivalent amount in freely convertible currency . The Bid Securities should
