No ( SPEAP - 1 - 2020 ) Date issued : January 14th , 2020 Purchasing entity : Environment Quality Authority The Government of Palestine represented by the Environment Quality Authority ( EQA ) has received financing from the Swedish International Cooperation Agency ( SIDA ) towards the cost of the programme « Strengthening Palestinian Environmental Plan » , SIDA Contribution number 52110101 . Under the overall programme goal to improve the environmental protection in Palestine , EQA intends to apply part of the grant for external auditing services for the program . The consulting services ( " the Audit Services ” ) include auditing the year 2019 and may be annually extended to include the years 2020 and 2021 subject to approval by SIDA with possible revision of the Terms of References . The level of effort for the audit services is estimated at 15 person days for each year on average . The duration of the assignment will start in February 2020 and shall end in March 2020 for auditing the Year 2019 . Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria include core business , years in business , similar assignments , relevant experience and technical and managerial capability of the firm . Key Experts will not be evaluated at the short - listing stage . Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A Consultant will be selected in accordance with the Least Cost Selection method set out in the Word Bank Procurement Regulations .
