Phase 1 ) , and it intends to apply part of the proceed to payments for goods , works , non - consulting services and consulting services to be procured under this project . This project will be jointly financed by the Kuwaiti Government through the Kuwait Fund for Amb Economic Development ( KIAD ) . The project will be implemented by the Palestinian Water Authority and will include the following components : Component 1 : Improved Supply of Bulk Water to the southern and midulle overnorates of Gara Component comprises four packages to implement an integrated system of water carriers and reservoirs to convey and blend er from thece different sources to achieve the desired salinity . Packages 1 . 1 and 1 . 2 ae financed by a parallell grant from the Kuwait Fund for Arab Economic Development ( KFAED ) . Packages 13 and 1 . 4 will be financed by the World Bank . Reconfiguration of the water distribution system in Middle Caza Glovemote Announcement of specific procurement e is expected in Sep . 2020 Component 2 : Capacity Building This competent is designed primarily to create adeguate capacity to ensure operations and maintenance of the S11 . s during project imple mentation and subsequently during the O & M of the integrated bulk water supply system implemented by the project . This component will also support the design of a National Service Provider Improvement Program ( NSPIP ) to preservice delivery in the West Bank and Garaad reduce the need for sector subsidies , as well as to prepare priority bulk water investments in the West Bank This component includes lour ( 4 ) consultancy contracts 1 .
