No ( SPEAP - 2-2020 ) Date issued : June 8 , 2020 Purchasing entity : Environment Quality Authority The Government of Palestine represented by the Environment Quality Authority ( EQA ) has received financing from the Swedish International Development Cooperation Agency ( SIDA ) towards the cost of the programme " Strengthening Palestinian Environmental Plan " , SIDA Contribution number 52110101 . Under the overall programme goal to improve the environmental protection in Palestine , EQA intends to apply part of the grant for developing a national biosafety framework for Palestine . The consulting services ( " Services " ) include the preparation of Palestine's National Biosafety Framework in accordance with the relevant provisions of the Cartagena Protocol on Biosafety . The tasks include developing regulatory and administrative systems and policy guidelines , capacity plan , monitoring and enforcement plan , in addition to a national information system for awareness and a national biosafety clearing - house ( BCH ) . The level of effort for the audit services is estimated at ( 110 ) person days . The duration of the assignment will start in April 2020 and shall end in January 2021 . Interested entities should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria include core business , years in business , similar assignments , relevant experience and technical and managerial capability . Key Experts will not be evaluated at the short - listing stage . Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A Consultant will be selected in accordance with the Quality - Cost Based selection method set out in the Word Bank Procurement Regulations .
