State of Palestine Environment Quality Authority ( EQA ) Request for Expression of Interest ( REOI ) Consulting services to align legislations with the multilateral environmental
agreements and prepare new environmental legislations

No ( SPEAP - 3-2020 ) Date issued : June 17th , 2020 Purchasing entity : Environment Quality Authority The Government of Palestine represented by the Environment Quality Authority ( EQA ) has received financing from the Swedish International Cooperation Agency ( SIDA ) towards the cost of the programme « Strengthening Palestinian Environmental Plan » , SIDA Contribution number 52110101. Under the overall programme goal to improve the environmental protection in Palestine , EQA intends to apply part of the grant for consulting services to align the national legislations with the multilateral environmental agreements and to prepare new environmental legislations related to i ) hazardous wastes and materials and ii ) nature protection , The assignment requires a team of local and regional / international experts with solid knowledge and experience in legislative drafting , environmental laws and technical expertise in fields related to hazardous wastes and materials and nature protection as detailed in the Terms of Reference . The EQA now invites eligible firms and establishments whose core business is in legislative studies and consultancies to indicate their interest in providing the Services , Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria include core business , years in business , similar assignments , relevant experience and technical and managerial capability of the firm . Key Experts will not be evaluated at the short - listing stage . Interested firms may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A Consultant will be selected in accordance with the Quality - Cost Based Selection method set out in the Word Bank Procurement Regulations .
