ToR for the preparation of a Project Baseline Study
July 2020 MA'AN Development Centre is currently implementing Improving Food Security for Vulnerable Small Scale breeders and mixed farming households living in Area C of West Bank Project , funded by the Global Affairs Canada ; GAC's International Humanitarian Assistance Directorate ( MHD ) . The project aims at addressing the vulnerability of the Palestinian living in area C communities through a comprehensive humanitarian relief approach that includes livelihood / food security and protection - related humanitarian responses to increase communities ' resilience . The objective of the consultancy is to establish credible baseline information to facilitate measurements of the net contributions of the project to its sustainable livelihoods - food security improvement objectives for targeted families . Such " before - the - project " scenario is an important aspect of the M & E infrastructure used to determine achievements of the project during mid - term and end - of projects evaluation periods . Accordingly , the purpose of this assignment is :
Collect , document and analyze baseline data from beneficiary and control group communities using scientifically recognized method . Identify the benchmarks for the project's intended outcomes , against a set of approved indicators ; Provide information for setting realistic and achievable targets for the 2 - years project ; Provide evidence on key contextual factors , and verify GAC's understanding of the situation in the project's intervention areas in the West Bank ;
To set basis for measuring impact after closing the project , To achieve this , MA'AN aims to hire a consultancy firms having a qualified staff , with preferably a minimum of 5 years of experience in coordinating and administering statistical studies , including baseline / endline , gender sensitive , data collection and entry , data management and storage , preferably for international non - profit organizations or multilateral agencies . and a previous experience in executing food security , agriculture , livestock and protection studies is preferred . Baseline Study and situation analysis based on the detailed scope of work in the ToR document . Detailed technical and financial specifications are included within the ToR document .
