REQUEST FOR EXPRESSIONS OF INTEREST ( CONSULTING SERVICES - FIRMS SELECTION )

West Bank & Gaza Social Protection Enhancement Project ( SPEP ) Grant No .: P160674 Assignment Title : Development and implementation of Integrated Management Information System including Software , Architecture and interoperability Functions needed for SR , CMS & existing CTP Information System , and user training Reference No.:GZ-MOSD-31942-CS-QCBS The Palestinian Liberation Organization has received a grant from the International Development Association ( IDA ) of an amount of 15.0 million USD for the benefit of the Palestinian Authority to finance the Social Protection Enhancement Project ( the Project ) . The consulting services ( " the Services ” ) include the development and implementation of an Integrated Management Information system single targeting and referral System ) including Software , Architecture and interoperability Functions needed for Social Registry ( SR ) , Case Management ( CM ) & existing Cash Transfer Payment ( CTP ) Information System , and User Training . The duration of the above assignment will be for eight ( 8 ) months which may be extended based on requirement . The Ministry of Social Development ( MOSD ) is the implementing agency for this Project and intends to apply part of the proceeds of this grant to payments under the contract for Development and implementation of Integrated Management Information System including Software , Architecture and interoperability Functions needed for Social Registry ( SR ) System , Case Management ( CM ) System & existing Cash Transfer Payment ( CTP ) Information System , and user training . The development objective of the Social Protection Enhancement Project for West Bank and Gaza ( WB and Ghis to establish a single targeting and referral system to provide cash benefits and services to poor and vulnerable households . The project comprises of four components . The first component , cash transfer program ( CTP ) support will finance cash transfers for about 5,000 households in the WB and G , representing 4 percent of the total of the CTP . The second component , social registry ( SR ) will provide technical and financial support to : ( i ) develop , feed , and update the SR inclusion and information system ( architecture , software , hardware , operations manuals ( OMS ) , and household registration , among others ) ; ( ii ) establish a legal framework for it as functional entry point for social programs ; and ( iii ) assure the transition of beneficiaries of CTP and other programs into the SR . The third component , case management system ( CMS ) will finance the development and implementation in selected areas of a CMS . The fourth component , program management and monitoring will ensure that the Ministry of Social Development ( MOSD ) team is operational , and the project is implemented in accordance with the legal agreement , the project appraisal document ( PAD ) , and the project OM . The Ministry of Social Development ( MOSD ) now invites eligible consultancy firms ( " Consultants " ) to indicate their interest in providing the Services . Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The short - listing criteria are :
40 % the firm capacity and expertise . 30 % the qualifications and experiences of consultants .
30 % Experience in Conducting similar Assignments . The attention of interested firm is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers ” July 2016 ( " Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest . Firms may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A firm will be selected in accordance with Qualityand Cost Based Selection ( QCBS ) procurement method set out in the World Bank Procurement Regulations .
