Palestinian Territories Real Estate Registration Project Grant No .: P168576 Assignment Title : Development of a Gender Action Plan ( GAP ) Reference No .: GZ - LWSC - 173549 - CS - CQS
The World Bank ( WB ) is working together with the Palestinian Authority ( PA ) to finalize the preparation of a Real Estate Registration Project whose objective is to enhance tenure security and improve real estate registration services . These objectives will be achieved through advancing the systematic registration of properties in Areas A and B of the West Bank , which is currently being undertaken by the Land and Water Settlement Commission ( LWSC ) , in collaboration with Local Government Units . The project will support ongoing systematic approach comprehensively benefits citizens , businesses including small and medium enterprises ( SMEs ) , and public entities through real estate registration and improvement of real estate services . LWSC and PLA are the implementing agencies for this project . LWSC intends to apply part of the proceeds of this grant to payments under the contract for " Development of a Gender Action Plan ” . The project will support the development and implementation of a Gender Action Plan ( GAP ) for LWSC , for the purposes of increasing awareness , participation , accessibility and opportunity for establishing women's property rights in the SLR process , as well as those of vulnerable groups . The GAP is expected to be developed within the first six months of project implementation and will be financed under a results - based financing scheme , with the utilization of Disbursement Linked Indicators ( DLIS ) . The Land and Water Settlements Commission ( LWSC ) now invites eligible consulting firms ( " Consultants ” ) to indicate their interest in providing the Services . Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The short - listing criteria are : 20 % Firm Experience ; 30 % Experience in conducting similar assignments ; 50 % Proposed team for the assignment . The attention of interested firm is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " July 2016 ( “ Procurement Regulations ” ) , setting forth the World Bank's policy on conflict of interest . Firms may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A firm will be selected in accordance with the World Bank's Guidelines based on Consultant Qualification Selection ( CRS ) set out in the Procurement Regulations .
