Area Governorates ( JSC - KRM ) Assignment Ref : GZ - MDLF - 192164 - CS - QCBS The Palestine Liberation Organization , for the benefit of the Palestinian Authority , has allocated additional financing ( AF ) in the form of a grant in the amount of US $ 2.00 million from the Global Partnership for Results - Based Approaches ( GPRBA ) and US $ 1.25 million from the Partnership for Infrastructure Development Multi - Donor Trust Fund ( PID - MDTF ) to the Palestinian Authority ( PA ) ; for the Gaza Solid Waste Management Project ( GSWMP ) , and will be executed by Municipal Development & Lending Fund ( MDLF ) . The additional financing ( AF ) would contribute to the improvement of service quality and management by the Joint Service Council in Khan Younis , Rafah and Middle Governorates ( JSC - KRM ) and would be used to support operational costs associated with the new infrastructure and services such as the new landfill in Sofa , upgraded transfer stations , collection equipment , and medical waste treatment . The Joint Service Council for Solid Waste Management in Khan Younis , Rafah and Middle Governorates ( JSC - KRM ) was established in 1995 to provide secondary solid waste collection services , e.g. , from approximately 2,300 communal containers , and responsible , in addition to the disposal services at the Al - Fukhari ( Sofa ) sanitary landfill which is currently under operation with a daily input of 800 tons of solid waste . JSC - KRM is also expanding its services to include medical waste management and the operation of two transfer stations . The Municipal Development and Lending Fund ( MDLF ) , as the delegated implementing agency , intends to use part of the Grant to hire a consulting firm to conduct " Independent Verification Agent ( IVA ) for Performance Audit of the Joint Service Council for Solid Waste Management in Khan Younis , Rafah , and Middle Area Governorates ( JSC - KRM ) " assignment and intends to apply part of the proceeds for consulting services to measure the JSC - KRM performance throughout the AF project period ; that is to evaluate the achievement of result based target indicators . MDLF invites eligible consulting firms to indicate their interest in providing the Services . Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services . The short listing criteria are : General Firm's Profile ( Core business and years in business , qualifications in the field of the assignment , technical and managerial organization of the firm , general qualifications and number of key staff ) . Consultant's firms who managed similar services are highly encouraged to apply for this assignment . Assignment Objective : The main objective of this consultancy services is to conduct an independent verification of JSC - KRM services and provide MDLF with a periodic independent verification reports by verifying results and scores as reported by JSC KRM in a parallel and independent monitoring of the status of compliance against indicative targets , and making recommendations on disbursal of The Global Partnership for Results - Based Approaches ( GPRBA ) subsidy based on the verified results in each 6 months audit period . In this assignment , the IVA shall verify JSC - KRM operational performance and results - based payments for improvements in quality of the following services :
1 . Disposal service ( Sofa landfill ) 2 . Transfer station services 3 . Medical waste treatment services 4 . Secondary collection services ( container upkeep and truck maintenance ) . 5 .
Finance & Governance The attention of interested consulting firms is drawn to paragraph 1.9 of the World Bank's : Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers published by the World Bank in January 2011 , revised in July 2014 ( " Consultant Guidelines " ) , setting forth the World Bank's policy on conflict of interest . Consultants may associate with other firms in the form of a joint venture or a sub - consultancy to enhance their qualifications , therefore a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest , together with a copy of the proposed Agreement . Consultancy firms will be selected in accordance with the procedures set out in the World Bank's Guidelines : Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by the World Bank Borrowers , published by the World Bank in January 2011 , revised in July 2014 / Selection based on Quality - Cost based selection ( QCBS ) .
