Palestinian Territories Real Estate Registration Project Grant No .: P168576 Assignment Title : Automation of LWSC Workflow Processes and Establishing PMIS Reference No .: GZ - LWSC - 182390 - CS - QCBS The World Bank ( WB ) is working together with the Palestinian Authority ( PA ) to finalize the preparation of a Real Estate Registration Project whose objective is to enhance tenure security and improve real estate registration services . These objectives will be achieved through advancing the systematic registration of properties in Areas A and B of the West Bank , which is currently being undertaken by the Land and Water Settlement Commission ( LWSC ) , in collaboration with Local Government Units . The project will support ongoing systematic approach comprehensively benefits citizens , businesses including small and medium enterprises ( SMEs ) , and public entities through real estate registration and improvement of real estate services . PLA & LWSC are the implementing agencies for this project . LWSC intends to apply part of the proceeds of this grant to payments under the contract for “ Automation of LWSC Workflow Processes and Establishing PMIS ” . The purpose of this assignment is to analyze , design , develop , test , deploy and commission a new modern integrated web Settlement workflow management system ( SWMIS ) for Land and Water Settlement Commission ( LWSC ) . The Project aims at improving the systematic land registration management and control through the development of new systems and procedures to oversee the settlement process . Land registration and titling should have the following positive effects :
Legally recognized boundaries between settlement areas ; B ) A reduction of land conflicts ; x ) Increase transparency of land use rights ; 8 ) Better protection of land use rights ;
દ ) Increased opportunities for investment into land . The detailed Terms of Reference ( TOR ) for the assignment is available at LWSC and PLA website . The Land and Water Settlement Commission ( LWSC ) now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The short - listing criteria are : 40 % Firm Experience ; 20 % Experience in conducting similar assignments ; 40 % Proposed team for the assignment . The attention of interested firm is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers ” July 2016 ( “ Procurement Regulations ” ) , setting forth the World Bank's policy on conflict of interest . Firms may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A firm will be selected in accordance with the World Bank's Guidelines based on Quality and Cost Based Selection ( QCBS ) set out in the Procurement Regulations .
