The West Bank Reference No .: PWA / GCDP / CS05 / QCBS Invitation No .: PWA / WB / 2020 / 023EOI - CTD The Palestinian Liberation Organization ( PLO ) for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Water Security Development - Gaza Central Desalination Program : Associated Works Project Phase I ( AWP - Phase 1 ) , and intends to apply part of the proceeds for consulting services . The consulting services ( " the Services " ) include :
Bulk Water Master Plan and Preliminary Design of Regional Cluster for the West Bank , through develop ing :
A Master Plan that includes data collection and analysis , developing concept note with regional subdivisions , technical solutions and associated multi - criteria analysis , recommending accompanying measures , and developing phased investment plan Preliminary design of Priority regional clusters including work packages and project summary documentation
Environmental and Social Management Framework ( ESMF ) Water Harvesting Master Plan for the West Bank through developing :
Baseline study that includes data collection and analysis , conceptual model and groundwater balance of the main aquifers , critical review of relevant studies Master plan that includes global harvesting potential ( including a map ) , most suitable harvesting techniques , potential projects , recommendations about an appropriate management system , phased investment plan
Environmental and Social Management Framework ( ESMF ) The estimate level of effort for the key staff is 42 person - months . The assignment is expected to commence in July 2021 , and the implementation period is around ten ( 10 ) months . The detailed Terms of Reference ( TOR ) for the assignment can be found at the following website : http://www.pwa.ps/ ebids.aspx The Central Tendering Department ( CTD ) now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are : 1 .
General experience : Have been in business for at least the past 15 years in strategic development field , plan
ning and design ( 20 % ) : 2 . Specific experience : Evidence of Firm capability and relevant experience in the execution of Consultancy As
signment of a similar nature , including the nature and value of the relevant contracts , as well as works in hand and contractually committed . The evidence shall include successful experience in the execution of at least
two ( 2 ) Consultancy Services of a similar nature and size and complexity during the last five ( 5 ) years ( 70 % ) ; 3 . Availability of appropriate skills among staff and / or the ability to mobilize a diversified team of experts with
appropriate knowledge and skills ( 10 % ) . Key Experts will not be evaluated at the shortlisting stage .
The attention of interested Consultants is drawn to Section III , paragraphs.3.14 , 3.16 , and 3.17 of the World Bank's ** Procurement Regulations for IPF Borrowers " July 2016 Revised November 2017 and August 2018 ( * Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest . Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A Consultant will be selected in accordance with the Quality and Cost Based Selection ( QCBS ) method set out in the Procurement Regulations .
