REQUEST FOR EXPRESSIONS OF INTEREST
( CONSULTING SERVICES - FIRMS SELECTION ) Country : Palestine Name of the project : Gaza Vulnerable communities ' development Project ( GVCDP ) . Assignment Title : GVCD Evaluation and Policy Recommendations concerning the Vulnerability in LG Sector Reference No .: GVCD -4.1.B The MDLF has received an initial financing in the amount of 3,000,000.00 CHF from the SDC and 1,300,000 US $ from GIZ towards the cost of the first phase of the Gaza Vulnerable communities ' development Project ( GVCDP ) . Overall the GVCDP seeks to improve the provision of basic services to vulnerable populations on the one hand ( supply side ) and to increase Municipalities ' accountability , civic and vulnerable groups participation in local planning and decision - making process on the other ( demand side ) . The Municipal Development and Lending Fund ( MDLF ) as an implementation agency for the project intends to use part of the grant for consulting services to hire Consultancy Firm to conduct the above mentioned assignment which will be conducted in selected municipalities in Gaza . The consulting services including conducting an overall evaluation of the GVCD in addition to beneficiaries impact assessment ( BIA ) of the intervention in order to assess to what extent the project and accomplishments have been relevant , efficient , effective , impact oriented and sustainable ( DAC criteria ) , also The entire consultancy seeks to develop policy suggestions and recommendations on vulnerability in the LG sector in Gaza Strip , this will heighten more systematic institutionalization of support for vulnerable communities , and improve qualitative standards of SDIP processes And full responsibility for implementing all tasks and activities as specified in the attached TOR . The estimated level of effort will be 350 person- Day , the implementation duration of the assignment will be 3.5 months and it is expected to start in February 2021 . The detailed Terms of Reference ( TOR ) for the assignment can be viewed at the website : www.MDLE.org.ps/TOR The Municipal Development and Lending Fund now invite eligible consulting firms ( consultants ) to indicate their interest in providing the Services . Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are General firm's profile ( Core business and years in business , qualifications in the field of the assignment , a technical and managerial organization of the firm , general qualifications and number of key & permanent staff ) . The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's “ Procurement Regulations for IPF Borrowers ” July 2016 , setting forth the World Bank's policy on conflict of interest . Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A Consultant will be selected in accordance with the Quality and Cost Based Selection ( QCBS ) method set out in the Procurement Regulations .
