Palestine / Gaza Strip Assignment Title : Supervision and Contract Management for Closure of Deir Al Balah
Landfill Assignment Ref : GZ - MDLF - 191385 - CS - QCBS The Palestine Liberation Organization , for the benefit of the Palestinian Authority , has allocated ad ditional financing ( AF ) in the form of a grant in the amount of US $ 2.00 million from the Global Part nership for Results - Based Approaches ( GPRBA ) and US $ 1.25 million from the Partnership for Infra structure Development Multi - Donor Trust Fund ( PID - MDTF ) to the Palestinian Authority ( PA ) ; for the Gaza Solid Waste Management Project ( GSWMP ) , and will be executed by Municipal Development & Lending Fund ( MDLF ) . The additional financing ( AF ) would contribute to the improvement of service quality and management by the Joint Service Council in Khan Younis , Rafah and Middle Governorates ( JSC - KRM ) and would be used to support operational costs associated with the new infrastructure and services such as the new landfill in Sofa , upgraded transfer stations , collection equipment , and medical waste treatment . The Municipal Development and Lending Fund ( MDLF ) , as the delegated implementing agency , in tends to use part of the Grant to hire a consulting firm to conduct “ Supervision and Contract Manage ment for Closure of Deir Al Balah Landfill " assignment in the Gaza Strip , and intends to apply part of the proceeds for consulting services . The detailed Terms of Reference ( TOR's ) for the assignments can be viewed at the website : www.MDLF.org.ps/TOR MDLF invites eligible consulting firms to indicate their interest in providing the Services . Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services . The short - listing criteria are : General Firm's Profile ( Core business and years in business , qualifications in the field of the assignment , technical and managerial organization of the firm , general qualifications and number of key staff ) . Consultant's firms who managed similar services are highly encouraged to apply for this assignment . Assignment Objective : The objective of this assignment is to provide the Municipal Development and Lending Fund ( MDLF ) with technical supervision and contract management for Closure of Deir Al Balah Landfill under con struction phase on behalf of the JSC - KRM ( the eventual users of the facility ) . The objective of the consulting services is to ensure that the Employer's requirements are met satisfactorily in accordance with the quality specifications for the works , the time schedule specified and the agreed project cost as defined in the contract to be executed between the MDLF and contractor . Within the objective of this consultancy service , the consultant shall be monitoring of safety , environmental and social requirements and the following objectives shall be carried out by the consultant : 1. Ensure standards of quality assurance in executing the works ; 2. Monitor safety and environmental aspects ; 3. Ensure completion of the work within the stipulated time limit , and compliance with all applicable
laws and regulations ; 4. Oversee the process of keeping the project to budget ; 5. Ensure a satisfactory handover of the works to the client to completion date of the construction . The attention of interested Consulting firms is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's “ Procurement Regulations for IPF Borrowers " July 2016 and revised in November 2017 and August 2018 , setting forth the World Bank's policy on conflict of interest . Consultants may associate with other firms in the form of a joint venture or a sub - consultancy to enhance their qualifications , therefore a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest , together with a copy of the proposed Agreement . A Consultant will be selected in accordance with the Quality and Cost Based Selection ( QCBS ) method set out in the Procurement Regulations .
