REQUEST FOR EXPRESSIONS OF INTEREST ( CONSULTING SERVICES - FIRMS SELECTION )

Sustainable Urban Growth Pilot Projects : Gaza , Hebron , Ramallah - Al - Bireh , and Nablus Urban Areas Reference No .: GZ - MDLF - 164006 - CS - QCBS
The Palestine Liberation Organization , for the benefit of the Palestinian Authority has sought financing from the World Bank for the Integrated Cities and Urban Development Project ( ICUD ) . The Project Development Objective is to assist participating urban areas to enhance their capacity to plan for sustainable urban growth . Concretely , the project will strengthen the institutional and technical capacity of participating urban areas ( Ramallah area , Nablus area , Bethlehem area , Hebron area , and Gaza City ) to plan for sustainable urban growth . The project will be implemented by the Municipal Development and Lending Fund ( MDLF ) and technically overseen by Ministry of Local Government ( MOLG ) .
The Municipal Development and Lending Fund ( MDLF ) as the implanting agency for the projects intends to use part of the grant for consulting services to hire a Consultancy Firm to conduct the above - mentioned assignment .

The Municipal Development and Lending Fund now invites eligible consulting firms to indicate their interest in providing the Services . Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are : General firm's profile ( Core business and years in business , qualifications in the field of the assignment , technical and managerial organization of the firm , general qualifications and number of key staff ) .
Objectives of the Assignment :
The primary objective of the assignment is to design four pilot urban interventions as part of the implementation of the ICUD Project in Gaza City , Hebron , Ramallah - Al - Bireh , and Nablus urban areas . The projects cover design and place making activities associated with work to an existing city center park ( Gaza City ) , developing a network of * pedestrian friendly streets ' ( Ramallah - Al - Bireh Urban Area ) , developing a network of complete streets ' with light traffic - junction management and street redevelopment ( Hebron Urban Area ) , and improvements to the bus transit system ( Nablus Urban Area ) . These projects aim to create a stimulus for urban regeneration through place making and urban design that targets key public spaces and corridors that are central to each of the urban areas .
The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's ** Procurement Regulations for IPF Borrowers " July 2016 , setting forth the World Bank's policy on conflict of interest .
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
A Consultant will be selected in accordance with the Selection based on Quality - Cost Based Selection ( OCBS ) method set out in the Procurement Regulations .
