Programme for Access to the Labour Market ( PALM ) Request for Proposals to development of six selected advisory and consultancy instruments to employers and private sector : ( 1 ) Development of the six selected advisory and consultancy instruments by in
cluding already existing regional ( from Jordan , Egypt ) and international best
practices ( from Germany ) . ( 2 ) Development of six ( for each instrument one ) guidelines and user manuals for
the employers incl . relevant documents ( checklists , questionnaires and forms )
which will be applied and can be used immediately by the employers . ( 3 ) Development of training materials and training modules on those six instru
ments . ( 4 ) Capacity building of relevant stakeholders ( Chambers , MoL , NGOs , other
consultancies ) in cooperation with GIZ - PALM on these six instruments . ( 5 ) Advising selected companies on these instruments and identifying 100 employ
ment opportunities in the selected companies . The Programme for Access to the Labour Market ( PALM ) , implemented by the Ger man Corporation for International Cooperation ( GIZ ) in the Palestinian Territories and funded by the German Ministry of International Cooperation and Develop
ment ( BMZ ) which was launched in April 2019 , is designed to correspond to the Palestinian - German priority area of Sustainable Economic Development . It aims to improve the employment situation through comprehensive measures of active labour market policy The PALM programme seeks to support the private sector in ( 1 ) introducing a peo ple's management system to reduce the turnover rates and to create additional em ployment opportunities through the development of the specific advisory and consul tancy instruments for the use of employers , ( 2 ) capacitating the relevant partners on the selected instruments , ( 3 ) advising selected companies on the instruments and ( 4 ) identifying 100 employment opportunities in selected companies . Within this context , PALM seeks qualified locally registered service providers to carry out this assignment , and hereby invites firms to submit proposals for providing the needed services .
