( One - Envelope Bidding Process ) Country : Palestine - Gaza Strip Name of Project : Gaza Solid Waste Management Project Grant No .: P121648 / AFD CPS 1040 Contract Title : Closure of Existing Sofa Dumpsite RFB Reference No .: 1.1.3.5 The Palestine Liberation Organization , for the benefit of the Palestinian Authority ( PA ) , has received financing in the amount of US $ 29.76 Million from the World Bank - International Development Association ( IDA ) , the French Development Agency ( AFD ) , and the European Union ( EU ) towards the cost of the Gaza Solid Waste Management Project ( GSWMP ) . Municipal Development and Lending Fund now invites sealed Bids from eligible Bidders for Closure of Existing Sofa Dumpsite . Ref . 1.1.3.5 .

Bidding will be conducted through national competitive procurement using a Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " July 2016 ( " Procurement
Regulations " ) , and is open to all Bidders as defined in the Procurement Regulations . 2 . Interested eligible Bidders may obtain further information from ( The Municipal Development and
Lending Fund - MDLF , MDLF Procurement Department ) and inspect the bidding documents at the address given below at during office hours 08:00 A.M. to 03:00 P.M. from February 14 , 2021 to March
21 , 2021 . 3 . Qualifications requirements are presented in the Bidding Documents . 4 . Qualifications requirements include a list of technical , financial and legal requirements . Additional
details are presented in the Bidding Documents . 5 . A complete set of Bidding Documents in English may be purchased by interested bidders on the
submission of a written Application to the address below and upon payment of a non - refundable fee of 100 Euro or equivalent amount of freely convertible currency . The method of payment will be in a direct bank deposit to The Municipal Development and Lending Fund - MDLF account number ( 174434 ) , The National Bank , Al Masyoun Branch . Bids must be delivered to the address below on or before March 21 , 2021 -12 : 00 noon . Electronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at the address below on March
21 , 2021 - 12:00 noon . 7 . Bids shall be valid for a period of ( 90 ) day after the bid submission deadline date and must be
accompanied by a Bid Security of 15,000 Euro ( € ) . The Bid Security should be valid for 118 days after
the bid submission deadline date . 8 . Grant is VAT Excluded , bidders to price without VAT . 9 A Site Visit and Pre - Bid Meeting : Contractors are invited to attend the site visit which will be held on
Tuesday ; March 02 , 2021 at 10:00 A.M. , the pre - bid meeting shall be held at the Municipal Development
