REQUEST FOR EXPRESSIONS OF INTEREST ( CONSULTING SERVICES - FIRMS SELECTION )

Country : Palestine Location : West Bank ( 3 different assignments ) Assignment # 1 : LTC North ( Nablus , Jenin , Tulkarem , Qalqilya & Tubas Governorates ) Assignment # 2 : LTC Middle ( Jerusalem , Jericho , Ramallah & Albireh , Salfit Governorates ) Assignment # 3 : LTC South ( Hebron & Bethlehem Governorate ) The Palestinian Liberation Organization , for the benefit of the Palestinian National Authority ( PNA ) , has received an Additional financing ( AF ) of 44 Million Euro from the World Bank- , Kreditanstalt für Wiederaufbau ( KFW ) and Agence française de développement ( AFD ) towards the cost of the Component 6 of the third phase of the Municipal Development Program ( MDP Component 6 ) . The Municipal Development and Lending Fund ( MDLF ) as the implanting agency for the project intends to use part of the grant for consulting services to hire Consultancy Firms to conduct the above - mentioned assignments which will be conducted in selected municipalities in three clusters in the West Bank The detailed Terms of Reference ( TOR's ) for the assignments can be viewed at the website : www.MDLE.org.ps/TOR The Municipal Development and Lending Fund now invites eligible consulting firms to indicate their interest in providing the Services . The consulting firms must submit a separate EOI for each assignment according to the corresponding emails below and can submit for one or more assignments in different envelopes where every assignment will have a separate dedicated team , each envelope must be clearly marked with the name of the assignment . Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are : General firm's profile ( Core business and years in business , qualifications in the field of the assignment , technical and managerial organization of the firm , general qualifications and number of key staff ) . Objective of the Assignments : The main objective of this assignment is to provide technical support to the targeted municipalities for the implementation of Component 6 sub - projects for sub - component 1 Operations and Maintenance Sub - Projects of labor intensive with their allocation for subcomponent - 1 Emergency labor - intensive Municipal Services . This technical support and assistance will include on - the - job training and full responsibility for implementing the tasks and activities , specific objectives are : i ) Project implementation and supervision : assist municipalities in the supervision of sub - project
implementation including reporting on progress of implementation including reporting on the implementation of each subproject SLRM , monitoring of indicators , and compliance with the
standards as delineated by the MDLF related manuals . ii ) Ensuring compliance with technical , environmental , social and fiduciary aspects , monitors and
provide guidance to municipalities on technical , environmental , social and fiduciary aspects of the sub - project preparation and implementation to ensure compliance with MDLF's procurement
manual , financial , environmental and social framework ( ESMF ) including LALPF . iii ) Ensuring the implementation of the occupational health and safety measures proportional with
the site - specific risks . As well as , complying with MOH / WHO guidelines regarding COVID -19 . The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " July 2016 , setting forth the World Bank's policy on conflict of interest . Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A Consultant will be selected in accordance with the Selection based on Quality - Cost Based Selection ( OCBS ) method set out in the Procurement Regulations .
