COUNTRY : West Bank and Gaza NAME OF PROJECT : Electricity Sector Performance Improvement Project ( ESPIP ) Grant No .: TFA9136 Assignment Title : Master Plan for Electricity Generation and Transmission ( PETL Master Plan ) 2021-2035 Reference No .: GZ - PENRA - 117405 - CS - QCBS The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Electricity Sector Performance Improvement Project ( ESPIP ) and intends to apply part of the proceeds for consulting services . The consulting services ( " the Services " ) include the preparation of a feasible and sustainable Least Cost Development Master Plan for electricity generation , import , and transmission network expansion to meet the current and projected power demand in the West Bank , up to year 2035 . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are : 1. The Consultant's general experience , technical and management capabilities : The consultant shall demonstrate minimum 10 years '
experience covering , but not limited to , the following areas : ( i ) experience in electrical power systems with focus on managing , de signing , and consultancy of large - scale projects for electric utilities and large undertaking . ( ii ) in - depth understanding and extensive experience in power sector issues , including power generation , gas purchase , transmission , distribution , and interconnection ( plan ning , development , and operations ) ( iv ) in - depth understanding and extensive experience in the design and analysis of electricity
networks including renewables such as solar PV and thermal based on gas and fuel oil . 2. The Consultant's specific experience relevant to the assignment : the Consultant shall demonstrate successful completion of at least
two contracts , each of minimum value USD 500,000 , similar in nature , scope , and complexity to the assignment subject in the TOR
and during the last ten ( 10 ) years ; 3. The consultant relevant experience in the Middle East and North Africa Region and knowledge of local conditions is a plus . The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 3.16 , and 3.17 of the World Bank's “ Procurement Regula tions for IPF Borrowers ” July 2018 ( " Procurement Regulations ” ) , setting forth the World Bank's policy on conflict of interest . Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A Consultant will be selected in accordance with the open international competitive selection of firms ' consultants considering the Quality and Cost Based Selection method ( QCBS ) .
