MA'AN Development Center ToR For the preparation of :
“ Legal Aid & Awareness ” MA'AN Development Centre is currently implementing the project titled « Improving Food Security for Vulnerable Small Scale breeders and mixed farming households living in Area C of West Bank ” Project , funded by the Global Affairs Canada ; GAC's International Humanitarian Assistance Directorate ( MHD ) . The project aims at addressing the vulnerability of the Palestinian living in area C communities through a comprehensive humanitarian relief ap proach that includes livelihood / food security and protection - related humanitarian responses to increase communities ' resilience . As an active aid actor in various humanitarian sectors and the increasing risks of assistance provision in Area C with emerging political changes , MA'AN wishes to enhance and improve alignment with principles of “ Do No Harm ” , " Equal Access to Aid " , and " Accountability to affected populations ” in its humanitarian programming for Area C in the humanitarian sectors of : FSS , WASH , and Shelter and in particular relevance to the implementation of aforemen tioned funded project . MA'AN's protection component will serve to reduce risks of demolitions , and confiscations across all activities , in light of , heightened IoF activity in Area C. To this end , coordination with various humanitarian and legal actors is incorporated within multiple stages of each activity's implementation . MA'AN will implement these activities in partnership and coordination with relevant line ministries , and human rights partners . Accordingly , MA’AN is seeking a consultant / consulting firm to elaborate on the following tasks :
Preparation of legal files : Since program components are mainly implemented in Area C , upon selection of target beneficiaries for different components ( Land rehabilitation , rehabilitation of Greenhouses , and Livestock shelter , artesian wells ) . That is , the consultant is expected to prepare legal files for 70 beneficiaries out of 340 who benefitted from the projects ' activities in addition to the water wells ( see ANNEX 3 & ANNEX 4 ) . To conduct 30 awareness sessions on legal assistance and channels in target communities . Coordination with legal actors and referrals to the anti - wall and settlement commission to advance coordina tion at onset of project with legal aid partners ) ; When relevant , to process the legal aid for incidents of extremely vulnerable HHs in coordination with legal aid
partners in cases any cases arise . To achieve this , MA'AN aims to hire a consultancy firms and Individuals having a qualified staff , with preferably a minimum of 5 years of experience in preparation of Legal Aid & Awareness activities including data collection and entry , data management and storage , preferably for international non - profit organizations or multilateral agencies . Preparation of Legal Aid & Awareness will be based on the detailed scope of work in the ToR document . Financial offer should not include VAT as the project is VAT exempted . Se lected company should supply zero tax invoice and deduction at source certificate . Individual consultants ( freelancers ) will have to submit deduction - at - source certificate or a 10 % of the value of the bid will be deducted and paid directly to the Ministry of Finance .
