Associated Works Project Phase I ( AWP - Phase 1 ) Project ID No .: P168739 Assignment Title : Water Sector Application Reference No .: PWA / GCDP / CS11 / CQS The Palestinian Liberation Organization ( PLO ) for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Water Security Development - Gaza Central Desalination Program : Associated Works Project Phase I ( AWP - Phase 1 ) , and intends to apply part of the proceeds for consulting services .
The consulting services ( " the Services " ) include :
Development of a functional Mobile App design and architecture Develop and release Application ( CODE ) Develop a User management page for PWA Prepare a Mobile App tutorials and build capacity
Provide support and maintenance The estimate level of effort for the key staff is 66 days per entire assignment . The assignment is expected to commence in May 2021 , and the implementation period is around three months .

The Palestinian Water Authority ( PWA ) now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The selection criteria are : 1 .
General experience : Have been in business for at least the past 3 years in development of IT using a
complex database schema ( 20 % ) ; 2 . Specific experience : Evidence of firm capability and relevant experience in the execution of Consul
tancy Assignment of a similar nature , including the nature and value of the relevant contracts , as well as works in hand and contractually committed . The evidence shall include successful experience in the execution of at least one ( 1 ) Consultancy Services of a similar nature and size and complexity during the last three ( 3 ) years ( 80 % ) :
The attention of interested Consultants is drawn to Section III , paragraphs.3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " July 2016 Revised November 2017 and August 2018 ( ** Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest . Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A Consultant will be selected in accordance with the Consultant's Qualification - based Selection ( CRS ) method set out in the Procurement Regulations .
