MUNICIPALITY OF SALFEET Invitation For Bids , Submission Date : 05.04.2021 Sewerage Project Salfeet , Project ID : BMZ ID 1994 66004 Component 2 Sewer Network , Package 1 , Package 2 , and Package 3 ;
Procurement No 506609 The Municipality of Salfeet ( Palestinian Territory ) has arranged financing from the Government of the Federal Republic of Germany through KfW for the implementation of the Sewerage Project Salfeet . The Municipality of Salfeet ( the " Employer " ) is currently implementing the construction of the WWTP . The Employer now intends to apply part of the proceeds towards payments under the contract for the Component 2 " Sewer network " :

Sewerage Project Salfeet , Component 2 , Package 3 The Employer now invites sealed Bids from eligible Bidders for Construction of the proposed facilities and procurement and supply , installation of all materials , testing and commissioning of the facilities . Upon taking over by the Employer , there will be a Defects Notification Period for a period of 365 calendar days . Project is VAT exempted ( Zero VAT ) . Bidding will be conducted by means of National Competitive Bidding ( NCB ) procedure with qualification through the Classes A and B ( Sector Water , Wastewater ) of the Classification of Con tractors in the Palestinian Territories , defined by the Palestinian Contractors Unit together with the Ministry of Public Works . Bidders may bid for one or several contracts but can only win one contract , as further defined in the bidding document . Interested eligible Bidders may obtain further information from the Employer during normal working hours ( contact person : Eng . Saleh Afaneh ; + 970-595-252584 ) . Requests for clarifications will be accepted latest until 26.04.2021 12:00 noon Palestinian local time . A mandatory pre - bid meeting including a site visit for authorised representatives of bidders will be conducted on the 19.04.2021 and will start at 10am Palestinian time at the office of the Municipal ity Salfeet . Qualification Documents and Bids must be delivered to the address indicated in clause ITB 22.1 of the bidding documents on or before 23.05.2021 11:00 am Palestinian local time . Late Qualification Documents and Bids will be rejected . First the qualification documents of all Bidders will be evaluated . In 3 subsequent public sessions , only the Bids of those Bidders who have fulfilled the qualification criteria will be opened . First only the bids for Package 2 will be opened . Before the next public session , the winner of Package
will be announced . His bids for Package 1 and 3 will not be opened . Bids for Package 3 will be opened in the following public session . Before the last public session , the winner of Package 3 will be announced . His Bid for Package I will not be opened . In the last public session Bids for Package I will be opened . All Bids must be accompanied by a Bid Security . The advertisement fee , paid by the Employer , will be refunded by the successful bidders .
