Invitation for Bids
1. The Palestinian Water Authority has received funds from the Agence Française de Développement ( the French De
velopment Agency ) , the Irish Aid and the Green Climate Fund towards the cost of Water Banking and Adaptation of Agriculture to Climate Change in Northern Gaza . It is intended that part of the proceeds of these grants will be
applied to eligible payments under the contract for North Gaza Sewage Treatment solar plant . 2. The Palestinian Water Authority now invites sealed bids from eligible international and local bidders for the design ,
supply and installation of North Gaza Sewage Treatment solar plant ( " The Facilities " ) . International competitive bidding will be conducted in accordance with the Agency's Single - Stage ” Bidding Procedure !
In case of JV between more than one local contractors , a first - degree classification certificate will be required for each
partner separately . 3. Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of

A complete set of bidding documents may be purchased from the CTD office stated in item 8 below by interested
bidders on the submission of a written request to the CTD starting and upon payment of a non - refundable fee of 300 Euros . The method of payment will be direct bank transfer to Ministry of Finance Revenue account in the Bank of
Palestine - IBAN No. PS65PALS045802190000013001049 . 5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the
Agence Française de Développement's Standard Bidding Documents : Procurement of Plant , Design , Supply and
Installation . 6. Bidders are encouraged to attend the site visit , which will be held on Wednesday 21 April 2021 at 10:00 am PLT .
The meeting point and pre - bid meeting shall be at the offices stated in item 3 above . 7. Bids shall be valid for a period of 180 days , starting from the date of tender opening and must be accompanied by Bid
Security of EURO 200,000 valid for a period of 210 days from the date of tender opening . 8. Bids must be delivered to the Central Tendering ( CTD ) Office shown below on or before 12:00 noon Local time on

Bidder for purposes of qualification of the Bidder . 1. Special qualification criteria applicable for local bidders :
For Local classified contractors classified by the National Classification Committee in the field of electricity or electromechanical ( first class ) , and have a valid classification certificate issued by the National Classification Com mittee of Contractors For Specialized Companies in the field of solar energy that have experience and officially registered in Ministry of Na tional Economy can participate in the tender as joint venture member with a local contractor ( as per the previous clas
sification requirement ) or an international contractor , the leader of the JV should be the local or international contractor . 2. Qualification criteria applicable for all bidders : is accessible at PWA website ( http://www.pwa.ps/bids.aspx ) and

Bidders will submit bids in one envelope containing both the price proposal and the technical proposal . The envelopes are opened in public at the date and time advised in the bidding document . The bids are evaluated , and following approval by the Agency , the contract is awarded to the bidder whose bid has been determined to be the lowest evaluated substantially responsive bid .
