REQUEST FOR EXPRESSIONS OF INTEREST ( CONSULTANTING SERVICES – FIRMS SELECTION )

COUNTRY : West Bank and Gaza NAME OF PROJECT : Advancing Sustainability in Performance , Infrastructure , And Reliability of Energy Sector In The West Bank And Gaza ( ASPIRE ) Grant No .: TF - B3036 Assignment Title : Assessment of Sustainable Lead Acid Battery ( ULAB ) Disposal , Collection and Recycling Scheme , Gaza Strip - Palestine Reference No .: GZ - PENRA - 221765 - CS - QCBS The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Advancing Sustainability in Performance , Infrastructure , And Reliability of Energy Sector In The West Bank And Gaza ( ASPIRE ) and intends to apply part of the proceeds for consulting services . The consulting services ( " the Services ” ) include the assessment of the feasibility of ULAB waste management with particular focus on the recycling scheme in Gaza Strip , Level of effort ( 19 man - month ) , Expected start date of assignment ( first of November 2021 ) The detailed Terms of Reference ( TOR ) for the assignment can be obtained at the address and / or from the electronic websites given below :

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are : 1- The Consultant's general experience , technical and management capabilities : The consultant shall demonstrate minimum 7 years ' experience covering , but not limited to , the following areas :
• Managerial experience : Experience in the full waste management chain assessment studies covering technical ,
financial , legal and suitability ( environmental and Social ) aspects . • Technical experience : in - depth knowledge in Lead Acid Batteries manufacturing and disposal processes , experience
In hazardous waste management and waste management chain and specifically in ULABs recycling technologies . • Financial : experience in running economic feasibility simulations and financial schemes for the ULAB recycling activities . • Sustainability : Experience and knowledge in the applicable regulations and laws relevant to environmental and
social impact assessment .
• Legal : In - depth knowledge and relevant experience in the waste and Hazardous waste local and international legislation . 2- The Consultant's specific experience relevant to the assignment : the Consultant shall demonstrate successful completion of at least two contracts , each of minimum value USD 80,000 , similar in nature , scope , and complexity to the assignment subject in the TOR and during the last ten ( 10 ) years ; 3- The consultant relevant experience in the Middle East and North Africa Region and knowledge of local conditions and local language is a plus . The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's “ Procurement Regulations for IPF Borrowers 2016 , revised in November 2017 , and in August 2018 ( " Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest . Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall
be jointly and severally liable for the entire contract , if selected . A Consultant will be selected in accordance with the open international competitive selection of firms ' consultants considering the Quality and Cost Based Selection method ( QCBS ) .
