( CONSULTING SERVICES – FIRMS SELECTION ) Country : Palestine - Gaza Strip Municipal Development Project Third Phase Second Cycle MDPITICII . Assignment Title : Preparing of Engineering Designs , contract documents for implementation of Arts and Crafts Village in Gaza City Reference No .: MDPITICII - 1221109-65 Announcement date : 12/04/2021 The Palestine Liberation Organization , for the benefit of the Palestinian National Authority ( PNA ) , has received an initial financing from the World Bank - International Development Association ( IDA ) , PA , KFW , Denmark , SDC , VNG , GIZ and AFD towards the cost of the 3rd phase of the Municipal Development Program ( MDP3 ) . Municipality of Gaza received a sub Grant from Municipal Development and Lending Fund ( MDLF ) the delegated imple mentation agency , and intends to use part of this Grant to hire a consulting firmto conduct the " Preparing of Engineering Designs , contract documents for implementation of Arts and Crafts Village in Gaza City " , and intends to apply part of the proceeds for consulting services . Municipality of Gazanow invites eligible consulting firms to indicate their interest in providing the Services . Interested con sulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are : General firm's profile ( Core business and yeas in business , qualifications in the field of the assignment ( Design of cultural heritagecenters ) , technical and managerial organization of the firm , general qualifications and number of key staff and proven experience of working in engineering deigns fields ) . The detailed Terms of Reference ( TOR's ) for the assignments can be viewed at the website : https://gaza-city.org/TOR Objectives of the Assignment : The main objectives of this assignment are for the consultant to work under the direct guidance of municipality specialists on the following :
1 . Preparing full and detailed engineering designs for all the required works in the Village . 2 . Preparing all the required Bill of Quantities , Drawings , Specifications and and all Contract documents to be
used in procurement stage . 3 . Preparing detailed and consolidate cost estimate for all the works in the project . 4 . Preparing the required specification , method of statement , monitoring and controlling plan and Time sched
ule to enable the municipality in monitoring , controlling and supervising the project in implementation stage . The attention of interested consulting firms is drawn to paragraph 1.9 the World Bank's : Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers published by the World Bank in January 2011 , revised in July 2014 ( " Consultant Guidelines " ) , setting forth the World Bank's policy on conflict of interest . Consultancy firms will be selected in accordance with the procedures set out in the MDLF Procurement Manual which is based on the World Bank's Guidelines : Selection and Employment of Consultants by the World Bank Borrowers , Issued in May 2004 and revised in October 2006 Selection based on Consultant's Qualifications ( CQS ) . Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
