Bulk Water Supply Unit in Gaza Reference No .: PWA / GCDP / CS03 / INDV Invitation No .: PWA / WB / 2021 / 026EOI - CTD The Palestinian Liberation Organization ( PLO ) for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Water Security Development - Gaza Central Desalination Program : Associated Works Project Phase I ( AWP - Phase 1 ) , and intends to apply part of the proceeds for consulting services . The consulting services ( " the Services " ) include :
Developing an Assessment Report & Action Plan for the establishment of Bulk Water Supply Unit ( BWSU ) Develop initial organization structure for BWSU with Guidelines and Internal Rules Develop the BWSU staff job description , and define the criteria for selection and hiring of the professionals required within the initial organizational structure of BWSU Develop the initial physical structure , office equipment demand , IT hardware and software , and passenger and cargo vehicles to equip the BWSU

The Central Tendering Department now invites eligible Consulting Individuals ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The Consultant shall hold the following qualifications :
The International Expert shall be specialized in the Water Utility Development , and have been working in related field since 15 years . The International Expert shall have relevant experience in the field of the assignment . The International Expert should have a proven track record of previous experience implementing similar assignments in the same or related field and should have successfully completed at least one similar assignment in the last 5 years . Proven and well - developed skill in communication ( both oral and written ) . He / she shall be proficient in English . Knowledge of Arabic would be an asset . Experience of working in developing countries ( in Middle East ) context would be an asset . The International Expert must be independent and free from conflict of interest in the responsibilities they
take on . The Consultant shall have proven experience in conducting similar tasks for similar target groups and be knowledgeable in the Palestinian Water Sector . The selection criteria are : a ) General qualifications ( relevant studies , training )

100 The attention of interested Consultants is drawn to Section III , paragraphs 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " July 2016 Revised November 2017 and August 2018 ( “ Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest . A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the Procurement Regulations .
