Name of Procuring Entity : Palestinian Energy and Natural Resources Authority ( PENRA ) Bidding Process Number : PEA - MOF / 07-2021

1. The Palestinian Energy and Natural Resources Authority ( PENRA ) intends to apply part of the proceeds under Managing and
Developing Traditional Energy Sources ( 5813 ) financed by Ministry of Finance ( MOF ) toward payment under the Contract of
Supply of STS Prepaid Meters . 2. The Palestinian Energy and Natural Resources Authority ( PENRA ) now invites sealed bids from eligible bidders for Supply of
STS Prepaid Meters . 3. Public bidding will be conducted through a request for competitive bids " National " in accordance with the provisions of the
Public Procurement Law No.8 of 2014 and its Implementing Regulations and is open to all eligible bidders . The required qualifications for the successful Bidder are : i . Financial Capability The Bidder shall furnish documentary evidence that it meets the following financial requirement ( s ) ; 1. To present duly ORIGINAL certified copies of the last three ( 3 ) years balance sheet profit and loss account ; these copies shall
be certified by the bidder Tax Authorities . The Purchaser reserves the right to communicate with the bidder Tax Authorities
with regard of the accuracy of these certified documents . 2. To show an average annual turnover for the last 3 years of at least one ( 1 ) time the bid price . 3. To have no overdue debts of any kind towards the Revenue Authorities and local property taxes for local bidders . ii . Experience and Technical Capacity The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement ( s ) ; 1. To present a list of a minimum of two utilities references for sold similar STS Prepaid electricity meters and the number of
STS Prepaid meters per each project . The list shall : a ) Cover the last five ( 5 ) years for supply of similar STS Prepaid meters , as well as supply in progress . b ) Bidder should provide evidences of similar implemented projects for the same proposed product with sufficient quantities of
deliveries and having minimum two years of operating experience . The Purchaser reserves the right to communicate with the utilities in particular the electricity utilities to which meters have
been supplied with regard to the accuracy of the information and the performance of the meters for an experience check . 2. The bidder shall furnish a customer satisfaction letter from a minimum of two electric utilities about the performance of the
STS Prepaid meters sold to these utilities 3. To submit the company profile of the bidder ; iii . Documentary Evidence The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement : a ) Declarations of conformity with the applicable IEC Standards ( meters ) as was specified in the Technical Specification . b ) DLMS - COSEM Compatibility Certificate for all meters and the software proposed . c ) Quality Assurance Certificates ISO - 9001or 9002 of the manufacturers of the offered goods
d ) STS association certificates for pre - payment meters . 4. Interested eligible bidders may obtain further information from Palestinian Energy and Natural Resources Authority ( PENRA )
and inspect the bidding documents during office hours from 8:00 am to 3:00 pm from Sunday to Thursday at the address given below or through the Public Procurement Portal . A complete set of bidding documents may be purchased by interested bidders from the address given below and upon payment of a nonrefundable fee of 100 USD . The method of payment will be by deposit in the following bank account : Account Name : Other Revenues , Account No .: 219000/49 Bank Name : Bank of Palestine LTD- Ramallah Branch
Bank No .: 89 , Branch No .: 458 , Swift Code : PALSPS 22 5. Bids must be delivered to the address below on or before 7/7/2021 at 12:00 pm . Electronic bidding will not be permitted . Bids
must be valid for a period of 90 days after the final date for Bid Submission . 6. All bids must be accompanied by Bid Security with an amount of 110,000 NIS and shall be valid for a period of 30 days after
the bid validity period ; until 4/11/2021 . 7. Late bids will be rejected . Bids will be publicly opened in the presence of the bidders ' designated representatives and anyone
who choose to attend at the address below on 7/7/2021 at 12:00 pm . 8. The address referred to above is :
