Sub - Project Name : Construction of an Elevated Water Tank and Upgrading of Existing Water Distribution Network
1. The Palestine Liberation Organization , for the benefit of the Palestinian National Authority ( PNA ) , has received a grant
from European Union ( EU ) towards the " Development of area C / West Bank ” . This project is located under the umbrella of the " Development of area C / West Bank " funded by Denmark through the European Union . The Municipal Development and Lending Fund ( MDLF ) as an implementation agency intends to use of the grant for the Construction of Water Distribution Network in east Aba . The Municipal Development and Lending Fund ( MDLF ) is entrusted in the execution and supervision of the implementation of the Project and intends to apply part of the proceedings of ( EU ) grant to eligible payments under the contract for : Construction of an Elevated Water Tank and Upgrading of Existing Water Distribution Network Contract No : ENI / 2020 / 410-568 - Bir Albasha - 6.2.13 for the benefit of Bir Albasha Village Council
2. Bir Albasha Village Council now invites sealed bids from eligible and qualified bidders for carrying out
Construction of an Elevated Water Tank and Upgrading of Existing Water Distribution Network
3. Bidding will be conducted through the National Competitive Bidding ( NCB ) procedures specified in the MDLF
Procurement Manual which is based on the World Bank's Guidelines and is open to all bidders from Eligible Source Countries , as defined in the Bidding Documents .
4. Qualifications requirements are presented in the Biding Documents .

Interested eligible bidders may obtain further information from Bir Albasha Village Council , Village Council Building : inspect the Bidding Documents at the address given below 8:00 a.m. to 7:00 noon from 07/06/2021 to 7/07/2021 .

A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non - refundable fee 150 Euro . The method of payment will be in a Cashier's Check or Direct deposit to Village Council account number ( 357789 ) in Palestine Bank - Bir Albasha Village Council . The Bidding Documents will be available at Bir Albasha Village Council .

Grant is VAT excluded . Bidders to price without VAT .

A site Visit and Pre - Bid Meeting : Contractors are invited to attend the site visit which will be held on 23/06/2021 at 10:00 am , the pre - bid meeting shall be held at Bir Albash Village Council , after finishing site visit .
9. Bids shall be valid for a period of 90 after Bid closing and must be accompanied by a bid security of 10,000 Euro and shall
be valid for 118 days after bid closing date .
10. Bids must be delivered to the address below at or before 12:00 Noon 07/07/2021 .. Electronic bidding shall not be
permitted . Late bids will be rejected . Bids will be opened physically in the presence of the bidders ' representatives who choose to attend in person at the address below at 12:00 Noon 07/07/2021
