REQUEST FOR EXPRESSIONS OF INTEREST
( CONSULTING SERVICES – FIRMS SELECTION ) Palestinian Territories Real Estate Registration Project ( RERP ) Grant No .: P168576 Assignment Title : Project Customer Satisfaction Survey ( Baseline Study ) Reference No .: GZ - PLA - 150700 - CS - CQS The Palestinian Liberation Organization , for the benefit of the Palestinian Authority , has received financing from the World Bank , and co - financing from the Global Partnership for Results - Based Aid ( GPRBA ) , and the Palestin ian Partnership for Infrastructure Development Multi - Donor Trust Fund ( PID MDTF ) in the amount of USD12.6 M towards the cost of the West Bank & Gaza Real Estate Registration Project ( RERP ) , and intends to apply part of the proceeds for consulting services . The Palestinian Land Authority ( PLA ) is the implementing agency for this Project . PLA intends to apply part of the proceeds of this grant to payments under the contract for Project Customer Satisfaction Survey ( Baseline Study ) . The main objective of this assignment is to provide baseline data for Citizen Satisfaction Survey to monitor customer satisfaction and provide a venue for citizens ' engagement with registration services and with the public outreach of the process , and to determine and assess the effectiveness of the project responding to the requirements and expectations of different stakeholders . The surveys will collect data regarding perceptions of community members involved in the SLR under the RERP project , focusing on the level of project beneficiary satisfaction with respect to real estate registration services as a result of the project's activities . The survey should also identify major vulnerable groups ( in - line with the social assessment and other relevant project documents ) and ensure that other ' vulnerable ' categories of beneficiaries are included in the survey . The detailed Terms of Reference ( TOR ) for the assignment is attached to this request for expressions of interest . The Palestinian Land Authority ( PLA ) now invites eligible consultancy firms ( " Consultants ” ) to indicate their interest in providing the Services . Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The short - listing criteria are : 40 % the firm capacity and expertise ; 30 % the qualifications and experiences of consultants ; 30 % Experience in Conducting similar Assignments . The attention of interested firm is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers ” July 2016 ( “ Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest . Firms may associate with other firms to enhance their qualifications but should indicate clearly whether the as sociation is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A firm will be selected in accordance with the World Bank's Guidelines based on Consultant Qualification Selec tion ( CRS ) set out in the Procurement Regulations .
