REQUEST FOR EXPRESSIONS OF INTEREST ( CONSULTING SERVICES - FIRMS SELECTION )

Assignment Title : Technical review of existing information systems ( including proposals for the enhancement of the existing system ) and preparation of the PLA digital transformation strategy Reference No .: GZ - PLA - 150725 - CS - QCBS The World Bank ( WB ) is working together with the Palestinian Authority ( PA ) to finalize the preparation of a Real Estate Registration Project ( RERP ) whose objective is to enhance tenure security and improve real estate registra tion services . These objectives will be achieved through advancing the systematic registration of properties in Ar eas A and B of the West Bank , which is currently being undertaken by the Land and Water Settlement Commission ( LWSC ) , in collaboration with Local Government Units . The project will support ongoing systematic approach comprehensively benefits citizens , businesses including small and medium enterprises ( SMEs ) , and public entities through real estate registration and improvement of real estate services . LWSC and PLA are the implementing agencies for this project . PLA intends to apply part of the proceeds of this grant to payments under the contract for “ Technical review of existing information systems ( including proposals for the enhancement of the existing system ) and preparation of the PLA digital transformation strategy ” . The Palestinian Land Authority ( PLA ) is in the process of developing its own Digital Transformation strategy in addition to IT infrastructure assessment . Within the framework of the RERP , the PLA will review and assess the overall PLA IT infrastructure and to develop Digital Transformation Strategy . The subject of this assignment terms of reference ( TOR ) is to acquire consulting services to develop PLA's Digital Transformation Strategy as well as IT infrastructure assessment . The duration of the above assignment will be for six ( 6 ) months which may be extended based on requirement . The main objective of this consultancy is to help PLA to digitally transform by harnessing the power of internet and modern technologies in order to improve its internal and external services . The new digital transformation strategy will provide PLA with a clear road map to achieve the following objectives : ( 1 ) Identify missing capabilities and functionalities that prevent PLA from providing fully computerized services
to its customers : ( 2 ) Improve PLA agility and efficiency by conducting a situation analysis and performance review to existing IT
environment , data / IT governance and technical infrastructure a based on international standards . ( 3 ) Improve , accelerate and facilitate the PLA business processes and operations carried out by all involved PLA
departments . ( 4 ) Empower the PLA e - services system to include e - services to surveyors , survey engineers , embassies , ministries
and public agencies , property owners , and citizens , as well as the PLA departments . Users with appropriate levels of access will be able to request property information or other case - related information at any time , from any place , and to receive complete and accurate information in a timely manner . The enhanced system shall
automatically push data and notifications of the updates to the appropriate agency or person . ( 5 ) Ensure uniformity and quality of information recorded and exchanged and provide a complete , consistent ,
non - redundant system . ( 6 ) Enhance strategic decision and policy - making capabilities by improving processes of collecting statistics and
reporting ; auditing , inspection and performance measurement . ( 7 ) Facilitate the transformation of PLA and related external stakeholders towards a greener and a less - paper work
environment , and ultimately towards a paperless one . ( 8 ) Help in building a more citizen - friendly and transparent system by improving the delivery of citizen - centric
services while protecting privacy and confidentiality . The detailed Terms of Reference ( TOR ) for the assignment is available at PLA and can be obtained via email from the below address . The Palestinian Land Authority ( PLA ) now invites eligible consultancy firms ( " Consultants " ) to indicate their interest in providing the Services . Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The short - listing criteria are : 40 % the firm capacity and expertise . 30 % the qualifications and experiences of consultants . 30 % Experience in Conducting similar Assignments . The attention of interested firm is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's “ Pro curement Regulations for IPF Borrowers ” July 2016 ( “ Procurement Regulations ” ) , setting forth the World Bank's policy on conflict of interest . Firms may associate with other firms to enhance their qualifications but should indicate clearly whether the associa tion is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A firm will be selected in accordance with Quality and Cost Based Selection ( QCBS ) procurement method set out in the World Bank Procurement Regulations .
