REQUEST FOR EXPRESSIONS OF INTEREST
( CONSULTING SERVICES – Individual Consultant ) Palestinian Territories Real Estate Registration Project ( RERP ) Grant No .: P168576 Assignment Title : Hiring a full - time project procurement specialist . Reference No .: GZ - PLA - 243901 - CS - INDV The Palestinian Liberation Organization , for the benefit of the Palestinian Authority , has received financing from the World Bank , and co - financing from the Global Partnership for Results Based Approaches ( GPRBA ) , and from the Palestinian Partnership for Infrastructure Development Multi - Donor Trust Fund ( PID MDTF ) in the amount of USD 12.6 towards the cost of the West Bank & Gaza Real Estate Registration Project ( RERP ) , and intends to apply part of the proceeds for consulting services . The RERP , which was approved in July 2019 and became effective on March 5 , 2020 , is being implemented by the two land agencies , The Palestine Land Authority ( PLA ) and Land and Water Settlement Commission ( LWSC ) are the Implementing agencies with project management support from the Project Management Team ( PMT ) . Two projects ' managers have been assigned by the PLA and LWSC to manage the implementation of their respective project components . The PMT consists of the Social Safeguards Specialist , Financial Management Specialist , a Project Coordinator , and a Project Assistant , and an M & E Consultant who have been previously hired , in addition to the Procurement Specialist , who will be selected in accordance with these Terms of Reference . PLA and LWSC is considering the appointment of a qualified full time Procurement Specialist knowledgeable of World Bank Procurement Regulations and the national procurement regulations and guidelines who will be responsible for : ( i ) planning and processing all procurement to be carried out under the Project , ( ii ) providing procurement support to the project managers , the financial Specialist and the project team , ( iii ) monitoring the implementation of the procurement plan , and ( iv ) and providing on - job procurement training to PLA / LWSC's selected staff . The Consultants will be housed within PLA Headquarter in Al - Bireh . The duration of the assignment is one year on a full - time basis , with the possibility of extension up to the end of the project duration ( 2.5 years ) . The expected start date for the position is August , 2021 . An individual procurement consultant shall be selected for the position of full time Procurement Specialist in accordance with the World Bank's procedures as specified in the World Bank's Procurement Regulations for Borrowers under Investment Project Financing dated July 1 , 2016 , revised November 1 , 2017 and August 1 , 2018 ( " Procurement Regulations " ) Essential Required Qualifications , Skills , knowledge and Competencies :
• Bachelor's degree from an accredited university in Business Administration , Procurement , Purchasing Management ,
Supply Chain Management , Accounting , Finance , or any other related field ;
Minimum of 5 years of relevant experience on projects financed by international agencies ; • Experience in World Bank financed projects and World Bank procurement processes and procedures highly desirable ; • Strong knowledge of the local procurement procedures ; • Strong supervisory and staff support skills . Ability to motivate and lead employees and encourage decisions to be made
within a team environment ; • Good knowledge of technical and operational aspects of procurement implementation ;
Strong communication skills both orally and in writing ; • Excellent computer skills ; • Fluency in English and excellent report writing , and • The ability to work under pressure and within team work arrangements .
