REQUEST FOR EXPRESSIONS OF INTEREST ( CONSULTING SERVICES – FIRMS SELECTION )
Country : Palestine Assignment Title : Top of Form Design and development of shared urban Geo database for the targeted four urban areas ( Nablus , Ramallah - AI Bireh , Bethlehem and Hebron Urban areas ) Bottom of Form Reference Number : GZ - MDLF - 246050 - CS - CQS The Palestine Liberation Organization , for the benefit of the Palestinian National Authority ( PNA ) has sought grant financing from the World Bank for the Integrated Cities and Urban Development Project ( ICUD ) , which aims to assist participating urban areas to enhance their capacity to plan for sustainable urban growth . The project is supporting the urban planning of five leading Palestinian urban areas including Ramallah - Al - Bireh , Bethlehem , Hebron , Nablus , and Gaza City through their intra - urban area coordination mechanisms . The project intends to respond to the needs of growing population and private sector for more sustainably and efficiently planned urban spaces and infrastructure . ICUD is jointly implemented by the Ministry of Local Government ( MoLG ) , which is responsible for technical oversight of the project , and the Municipal Development and Lending Fund ( MDLF ) , which manages the fiduciary , safeguards , and reporting aspects of the project . The MDLF intends to engage the services of Consultants to " Design and development of shared urban Geo database for the targeted four urban areas " . The Municipal Development and Lending Fund ( MDLF ) as an implementation agency for the project intends to use part of the grant for consulting services to hire a consultancy firm to conduct the " Design and development of shared urban Geo database for the targeted four urban areas " assignment . The detailed Terms of Reference ( TOR's ) for the assignment can be viewed at MDLF website : www.MDLE.org , ps / TOR . The Municipal Development and Lending Fund now invites eligible consulting firms to indicate their interest in providing the Services . Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are : General firm's profile ( Core business and years in business , qualifications in the field of the assignment , technical and managerial organization of the firm , general qualifications and number of key staff ) .
Objective of the Assignment : The objective of this assignment is to improve the integrated , joint urban and spatial planning at the urban area level through enhanced data sharing among LGUs by establishing a Shared Urban Geo Database ( SUGDB ) on area level in the for below mentioned governates . The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " July 2016 , setting forth the World Bank's policy on conflict of interest . Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A Consultant will be selected in accordance with the Selection based on Consultants ' Qualifications ( COS ) method set out in the Procurement Regulations .
