The Palestine Liberation Organization for the benefit of the Palestinian Authority has received grants from the Italian Government toward the cost of the Enhancing the business environment for micro , small and medium Palestinian enterprises ( EPEC - Solar ) Project and intends to apply part of the proceeds for consulting services . The consulting services ( " the Services ” ) include : • The firm is requested to develop a web platform that could be used to collect and publish information on existing installed
generation projects in Palestine supported by Maps as a useful tool that can be utilized in showing the installed PV systems in different geographical areas in Palestine . The developed platform will be considered a ' one stop shop for all open geospatial data relevant to the energy sector stakehold ers from government , industry and research . Energy project developers can freely access spatial information such as existing
electricity infrastructure to assist with site identification . • The Palestinian Renewable Energy Mapping Infrastructure ( PREMI ) platform enables financiers and investors to explore the
potential success of proposed ventures . PREMI also acts as a repository for PENRA and private funded mapping projects to enable their access in one consolidated location . More specifically , the scope the firm under this assignment is to develop effective GIS - DS software and create database includ ing the followings : o Interactive web mapping application will display the renewable energy data collected from the DISCO's / Municipalities /
Local Councils for the installed PV systems in their concessions , and present them geographically on the map of Palestine
the software shall be designed in a user - friendly manner interface ) to enable audiences using it effectively . o Detailed information for Electricity Distributors about their feeding connection points , transformer's and Photovoltaic sys
tems connected or planned . o Develop effective GIS - DS software , it should be designed in a user - friendly way to enable future users in defining their
decision parameters , its weights ( importance ) , and providing output reports in well - organized reports and data formats . The software will be designed in a user - friendly manner interface ) to enable non - GIS practitioners from using it effectively . The software will include solar irradiation , meteo data , base data related to prices of the land and technologies , environmental data ... etc . And the analysis module will include in addition to the previously mentioned capabilities a statistical analysis package . It will perform analysis such as total installed PV capacity , total land available per area , total potential capacity for
PV ... etc . o The GIS DS shall include Analytical Hierarchy Process ( AHP ) , but for PV projects only , multi - criteria decision - making
software which will be flexible enough to analyze any multi - criteria decision problem , even if it is not PV related . Providing it on a separate package is to enhance PENRA officer's flexibility in analyzing multi criteria decisions , and determining the
weights ( importance ) of different competing criteria when it comes to specific decisions . Advanced PV atlas where it will generate outputs as maps in addition to the numeric formats . All outputs can be generated based on different decision constraints , criteria , criteria weights , and sorting filters .
The total time duration shall be maximum of 24 weeks including delivery , installation , Testing and Training . Expected start date of assignment ( first of December 2021 ) .

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are : - Consultancy Firm with at least 3-5 - year experience in software's .
Consulting firms should have experience in preparing platforms / software's for utility business .
A list of 2-4 clients using similar solution . Key Experts will not be evaluated at the shortlisting stage . Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A Consultant will be selected in accordance with the Quality and Cost - Based Selection method set out in the EU Procurement Regulations .
