Customization of Solid Waste Information System for the JSC - KRM Assignment Ref
GZ - MDLF - 262562 - CS - CQS The Palestine Liberation Organization , for the benefit of the Palestinian Authority , has allocated additional financing ( AF ) in the form of a grant in the amount of US $ 2.00 million from the Global Partnership for Results - Based Approaches ( GPRBA ) and US $ 1.25 million from the Partnership for Infrastructure Development Multi - Donor Trust Fund ( PID - MDTF ) to the Palestinian Authority ( PA ) ; for the Gaza Solid Waste Management Project ( GSWMP ) , and will be executed by Municipal Development & Lending Fund ( MDLF ) . The additional financing ( AF ) would contribute to the improvement of service quality and management by the Joint Service Council in Khan Younis , Rafah and Middle Governorates ( JSC - KRM ) and would be used to support operational costs associated with the new infrastructure and services such as the new landfill in Sofa , leachate pre treatment facility , upgraded transfer stations , collection equipment , and medical waste treatment . The Joint Service Council for Solid Waste Management in Khan Younis , Rafah and Middle Governorates ( JSC KRM ) was established in 1995 to provide secondary solid waste collection services , e.g. , from approximately 2,300 communal containers , and responsible , in addition to the disposal services at the Al - Fukhari ( Sofa ) sanitary landfill which is currently under operation with a daily input of 800 tons of solid waste . JSC - KRM is also expanding its services to include medical waste management and the operation of two transfer stations . The Municipal Development and Lending Fund ( MDLF ) , as the delegated implementing agency , intends to use part of the Grant to hire a consulting firm to conduct " Customization of Solid Waste Information System for the JSC - KRM " assignment in the Gaza Strip . The detailed Terms of Reference ( TOR's ) for the assignments can be viewed at the website : www.MDLF.org.ps/TOR The Municipal Development and Lending Fund now invite eligible consulting firms to indicate their interest in providing the Services . Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are the General firm's profile ( Core business and years in business , qualifications in the field of the assignment , technical and managerial organization of the firm , general qualifications , and several key staff ) .
Objective of the Assignment : The main objective of this assignment is to provide the Municipal Development and Lending Fund - Project Development and Safeguards Unit ( MDLF - PDSU ) and the Joint Service Council in Khan Younis Rafah and Middle Governorates ( JSC - KRM ) with effective information systems through design and development of a customized model information system and supporting tools that can be used by solid waste service providers including JSC KRM in Gaza to develop their information systems which will allow easy access to this system from JSC - KRM and all municipalities that deal with the JSC - KRM to undertake evidence - based decision making on integrated solid waste management and in line with good practices . The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " July 2016 , setting forth the World Bank's policy on conflict of interest . Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A Consultant will be selected in accordance with the selection based on the consultants qualification ( CQS ) method set out in the Procurement Regulations .
