COUNTRY : West Bank and Gaza NAME OF PROJECT : Advancing Sustainability in Performance , Infrastructure , and Reliability of the Energy Sector in the West Bank and Gaza ( ASPIRE ) . Grant No .: TF - B3036 Assignment Title : Technical and Financial Feasibility assessment and cost estimate for Photovoltaic Systems and Energy Efficiency Measures on the Health Sector in West Bank ( Palestine ) . Reference No .: GZ - PENRA - 264432 - CS - CQS The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank to ward the cost of the Advancing Sustainability in Performance , Infrastructure , and Reliability of the Energy Sector in the West Bank and Gaza Project and intends to apply part of the proceeds for consulting services . The consulting services ( " the Services ” ) include : • Provide full energy and utilization assessment of the involved health sector clinics / hospitals . • Perform and deliver a full assessment and detailed technical design and economic feasibility study for the implementation of
renewable energy - solar systems in several health sector sites in West Bank . • Provide full assessment of the thermal power in terms of existing production m hot water and steam for sanitary and process use ,
and potential needs and evaluation of thermal system condition in several helth sector sites in West Bank . Provide details of the hospital thermal needs .
Assess the building energy efficiency performance and possible energy efficiency measures that can be easily implemented . • Assess the internal electricity network . • Provide detailed technical and financial assessment of potential solar PV installations . • Provide set of technical papers to be included in the procurement documents . • Prepare full technical specifications for procurement of contractor supplying and installing the solar PV systems .
The Level of effort for this assignment has been estimated at 6 man - month , and the total time duration shall be maximum of 4 months .

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are : Consultancy Firm with at least 7-10 - year experience and a strong track record in national project advi sory works in assessing renewable engineering system designing and in implementing Energy Efficiency measures . • Consulting firms should have experience in preparing a solar based power plant of minimum capacity of 5 MW . • Experience in successfully implementing at least 3 similar assignments , experience in similar conditions during the last five
( 5 ) years . Key Experts will not be evaluated at the shortlisting stage . The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " July 2016 revised in November 2017 , in August 2018 and November 2020 ( " Procurement Regula tions " ) , setting forth the World Bank's policy on conflict of interest . Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A Consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regula tions .
