Bidding no . ( 302/2022 ) The Gaza Community Mental Health Programme ( hereinafter “ GCMHP " or " Pro gramme " ) was established in 1990 in Gaza city as not - for - profit organization under reg istration number 563110451 with the Ministry of Justice . Later in the year 2000 , it has been registered under registration number ( 7025 ) with the Ministry of Interior according to the non - governmental organization Law No. 1 of the year 2000.GCMHP is aiming to operate as comprehensive community - based mental health programme through its com munity based programmes distributed over the Gaza Strip ( three Programmes located in Gaza , Khanyounis and Dier El Balah ) . GCMHP's works in the fields of mental health and human rights providing several services including psychological training , research , lobbying and advocacy to the Palestinian community in the Gaza Strip especially for women , children and victims of human rights violations . GCMHP works to achieve a comprehensive integration between training capacity building , research , and clinical work . This increases the GCMHP ability to work effectively and to achieve its mission . GCMHP is seeking proposals for conducting external audit service by independent inter nationally acknowledged and qualified auditing firms under the following conditions : 1. The firm to be one of the international firms ( Big4 ) with a registered office in Pal
estine . 2. The firm provides separate clear technical and financial proposals . 3. The technical proposal should include a clear terms of Reference ( ToR ) showing :
• Objectives of the service • Scope of the audit work and service to be performed
Team qualifications • Audit approach
Deliverables and time frame • A valid tax clearance certificate
Copy of registration certificate 4. Technical professional service should be procured based on competitive bidding
process in accordance to GCMHP internal regulations . 5. Technical & Financial Proposals should be presented in separate closed envelops . 6. GCMHP is not committed to lowest price offers . 7. The professional service should avoid any kind of conflict of interest among the
parties . 8. All offered prices should be in USD including VAT . Interested Auditing firms are encouraged to obtain the GCMHP's ( TOR ) for this service which is available in the GCMHP main Head Quarter , Gaza - 8 St. east of Rosary Sisters School . Technical and Financial Offers should be submitted in a separate sealed enve lope before 12:00 pm on 21st February , 2022 , to Administrative & Human Resources Unit - GCMHP Headquarter , Gaza - 8 St. east of Rosary Sisters School .
