Assignment Title : Technical Assistance to Support the Establishment of Regional Water Utility ( RWU ) in Tubas District Reference No .: PWA / GCDP / CS12 / QCBS Invitation No .: PWA - GSD / WB / 2022 / 50 The Palestinian Liberation Organization ( PLO ) for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Water Security Development - Gaza Central Desalination Program : Associated Works Project Phase 1 ( AWP - Phase1 ) , and intends to apply part of the proceeds for consulting services . The consulting services ( ethe Services ) include :
Development a business plan and a performance based system Support the legal establishment of the RWU ; Revise and adjust standard operation procedures Awareness Sessions to Decision Makers , But Revision of organizational structure , job description and management procedures Fixed assets identification , registration , and valuation , Material and equipment needs assessment ; Review , and revise tariff structure Training needs assessment ;
Develop the Standard Operation Procedures for LGUs to establish RWU The estimate level of effort for the key staff is 17 person - months . The assignment is expected to commence in August 2022 , and the implementation period around eight ( 8 ) months . The detailed Terms of Reference ( TOR ) for the assignment can be found at the following website : http : //www.pw.pebids.aspx The General Supply Department ( GSD ) now invites eligible consulting firms ( Consultants ) to indicate their interest in providing the Services , Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . cm 2 . Specific experience : Evidence of firm capability and relevant experience in the
execution of consultancy assignment of a similar nature , including the nature and value of the relevant contracts , as well as works in hand and contractually committed . The evidence shall include successful experience in the execution of at least two ( 2 ) Consultancy Services of a similar nature and size and complexity during the last five ( 5 ) years ( 70 % )

Consultants may associate with other Finns to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A Consultant will be selected in accordance with the Quality and Cost Based Selection ( QCBS ) method set out in the Procurement Regulations .
