MOE - GSD / WB / 2022 / 59 The Palestinian Liberation Organization has received a financing from the World Bank toward the cost of the Improving Early Childhood Development in the West Bank and Gaza
The consulting services ( « the Services include contracting with a local entity to improve the coverage and quality of targeted ECD services for children from gestation until age 5. The Palestinian Ministry of Education ( MOE ) plans to increase access to kindergarten level 2 ( KG2 ) services through the design and rollout of a public - private partnership ( PPP ) model . The aim of the PPP is to develop effective partnerships between MOE and KG2 private providers to leverage and strengthen their capacity to expand quality KG2 service provision in a cost - effective manner .
The verification entity will support the MOE in the implementation of the PPP pilot to ensure the transparency of the selection process of KG2 providers and the quality of services provided .
The estimated time to complete this consultancy is about 30 months . A total of 18 staff months is estimated for the selected verification entity consultants under this assignment . The expected start date is May 2022 . The attention of interested Consultants is drawn to Section III , paragraphs - 3.14 , 3.16 , and 3.17 of the World Banks « Procurement Regulations for IPF Borrowers July 2016 ( revised November 2017 and August 2018 ) ( Procurement Regulations » ) , setting forth the World Banks policy on conflict of interest Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected A Consultant will be selected in accordance with the Consultant Qualification Selection ( CQS ) method set out in the Procurement Regulations .
