Palestinian Territories Real Estate Registration Project ( RERP ) Grant No .: P168576 Assignment Title : Project Social Safeguard Specialist . Reference No .: GZ - PLA - 274862 - CS - INDV
The Palestinian Liberation Organization , for the benefit of the Palestinian Authority , has received financing from the World Bank , and co - financing from the Global Partnership for Results Based Approaches ( GPRBA ) , and from the Palestinian Partnership for Infrastructure Development Multi - Donor Trust Fund ( PID MDTF ) in the amount of USD 12.6 towards the cost of the West Bank & Gaza Real Estate Registration Project ( RERP and intends to apply part of the proceeds for consulting services . The RERP project development objective ( PDO ) is to enhance tenure security and improve real estate registration serv ices . These objectives will be achieved through : ( i ) advancing the registration of properties in the Palestinian territories in Areas A and B ; and ( ii ) support the automation of the real estate registration system and related services for citizens and businesses . The project has three components : Component 1 : Systematic Land and Property Registration ; Compo nent 2 : Institutional Modernization of the Palestinian Land Authority ( PLA ) ; and Component 3 : Project Management . The RERP is being implemented by the two land agencies , The Palestine Land Authority ( PLA ) and Land and Water Settlement Commission ( LWSC ) with project management support from the Project Management Team ( PMT ) . Two projects ' managers have been assigned by the PLA and LWSC to manage the implementation of their respective project components . The PMT consists of the Procurement Specialist , Financial Management Specialist , Project Admin Assistant , and Monitoring & Evaluation Consultant who have been previously hired . PLA and LWSC are seeking to hire an individual consultant for the position of Social Safeguard to ensure that all activities carried out in the context of the project are in accordance with the social standards required by West Bank legislation and World Bank safeguard policies and guidelines , Project Appraisal Document ( PAD ) , and Integrated Safe guards Data Sheet ( ISDS ) through carrying out the main tasks and responsibilities assigned in the attached TOR . The Consultant will be housed within PLA Headquarter in Al - Bireh . The duration of the assignment is one year on a full - time basis , with the possibility of extension up to the end of the project ( planned November 30th , 2023 ) . The expected start date for the position is April , 2022 . The Consultant shall be selected in accordance with the World Bank's procedures as specified in the World Bank's Procurement Regulations for Borrowers under Investment Project Financing dated July 1 , 2016 , revised November 1 , 2017 and August 1 , 2018 ( “ Procurement Regulations " ) .
