REQUEST FOR EXPRESSIONS OF INTEREST ( CONSULTING SERVICES - NATIONAL FIRMS SELECTION ) COUNTRY : West Bank and Gaza NAME OF PROJECT : Advancing Sustainability in Performance , Infrastructure , and Reliability of the Energy Sector in the West Bank and Gaza ( ASPIRE ) . Grant No .: TF - B3036 Assignment Title : Review Assess and Modify PETL's non - applied version of the Financial System . Reference No .: GZ - PENRA - 278832 - CS - CQS . The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Advancing Sustainability in Performance , Infrastructure , and Reliability of the Energy Sector in the West Bank and Gaza Project and intends to apply part of the proceeds for consulting services . The consulting services ( " the Services ” ) include : • Review and recommend for modification of the current proposed draft of the financial
system manual • Review , analyze , and recommend for modification of the current chart of account and cost centers • Review PETL administrative manual to be matched with the financial system ( authority
matrix , thresholds .... etc ) Prepare and Review the related financial instructions related to the financial system Prepare the standard operating procedures ( SOPs ) for the finance department in matching with the financial system
Develop the instructions and SOPs related to the budgeting process • Take into consideration the related international financial standards update reflected in the financial system • Review and develop the financial authority matrix for the board of directors , general manager ,
director of finance .... and any related team ) • Review the internal audit functions required from the internal audit department in harmony
with the financial system draft . • Review and develop the investment policies and cash flow from the donors and bank accounts . • The consultant shall be aware of PETL other reporting requirements in order to submit the

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are :
Demonstrated Strong experience of developing and drafting clear and comprehensive financial systems , and working on consultancy assignments . The consultant must have a minimum of six ( 6 ) years relevant professional proven work experience . The consultant should have carried out at least 3 similar assignments in the last 5 years .
A good knowledge of and familiarity with national and regional financial systems . Key Experts will not be evaluated at the shortlisting stage . The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers ” July 2016 revised in November 2017 , in August 2018 and November 2020 ( “ Procurement Regulations ” ) , setting forth the World Bank's policy on conflict of interest . Consultants may associate with other firms to enhance their qualifications , but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected . A Consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regulations .
