The Palestinian Liberation Organization has received financing from the
World Bank toward the cost of the Digital West Bank and Gaza ( P174355 ) and intends to apply part of the proceeds toward payments under the con tract for Purchase of bandwidth capacity for targeted and selected Post offices . Purchasing Internet connectivity and broadband services for Pal estinian post offices across the west bank from telecom operators and / or Internet Service Providers in the most optimal models for implementing
capacities for selected post offices ( list is attached in Bin in quantities 2. The Ministry of Telecommunication and Information Technology ( MTIT )
now invites sealed Bids from eligible Bidders for a Purchase of bandwidth capacity for targeted and selected Post offices in West Bank . These post offices are currently connected to internet using limited speeds due to cur rent role and needs . Selected Post Offices will act as Digital Access Points that will be a front end for e - Government Services for citizens and busi ness . As a pre - requisite these post offices should have a reliable high speed internet connectivity , and should have all relevant tools , equipment and software and team required qualification . In this tender , the scope of work is installing internet connectivity for listed Post offices . This connectivity should include the required CPE according to hereunder specification , and in turn - key basis to the internal location in the post office , that may require
a trunk or cable guide to reach the CPE ( router / firewall ) 3. Bidding will be conducted through national competitive procurement us
ing a Request for Bids ( RFB ) as specified in the World Bank's “ Procure ment Regulations dated November 2020for IPF Borrowers ( “ Procurement Regulations " ) and is open to all eligible Bidders as defined in the Procure
ment Regulations . 4. Interested eligible Bidders may obtain further information from MTIT and
inspect the bidding document during office hours 9:00 am to 1:00 pm at the
address given below 5. The bidding document in English will be provided for free of charge to
interested Bidders upon the submission of a written application to the ad
dress below . The document will be sent by email . 6. Pre - bid meeting ( conference ) : a clarification meeting will be held online to
the potential bidders in online Microsoft Teams conference on ( April 10th
2022 at 10:00 AM Jerusalem time ) . 7. Bids must be delivered to the address below on or before May9th 2022at
1:00 pm Local Time . Electronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bid ders ' designated representatives and anyone who chooses to attend at the
address below on May 9th2022 at 1:00 pm Local Time . 8. All Bids must be accompanied by a Bid Security of 5 % of total financial offer .
